Plans & Policy Analyst
The Plans & Policy Analyst serves as a member of the Joint Navigation Warfare Center (JNWC) J5 Directorate, supporting the Department of War's center of excellence for Navigation Warfare (NAVWAR). The position provides strategic planning, interagency coordination, doctrine development, and mission integration in support of the Department's Positioning, Navigation, and Timing (PNT) and Navigation Warfare (NAVWAR) missions. The position supports the JNWC's role as the Department's principal integrator for Navigation Warfare by coordinating strategic initiatives, facilitating stakeholder engagement, assessing emerging trends, and helping shape future PNT and NAVWAR capabilities.
The successful candidate is a strategic thinker who excels at building relationships across organizational boundaries and translating complex technical and operational issues into actionable strategic plans. They understand that J5 serves as the JNWC's "big picture" directorate looking beyond current operations to shape future doctrine, concepts, partnerships, requirements, and capabilities.
Primary Duties:
- Support development and execution of the JNWC strategic planning activities. Coordinate long-range planning efforts supporting Department-wide PNT and Navigation Warfare objectives.
- Monitor emerging technologies, threats, and operational trends affecting PNT resilience and NAVWAR operations.
- Develop strategic assessments, white papers, executive briefings, and decision support products for senior leadership.
- Support development of Campaign Plans, strategic roadmaps, implementation plans, and future capability initiatives.
- Assist with development and execution of the annual Department PNT Assessment.
- Coordinate NAVWAR policy recommendations across stakeholders.
- Support development of Joint Doctrine, Concepts of Operations (CONOPS) and TTPs
Location:
Albuquerque, New Mexico (Kirtland AFB)
Education and Experience:
- BA/BS in business, strategy, policy, national security, or another related field
- 1-5 Yrs. Relevant Exp. with preference to part of experience being a Noncommissioned Officer or above in the U.S. Military
- Experience providing support to a 2-star command or below in planning efforts.
- Demonstrated competence in planning and policy
- Understanding of PNT capability and technology
- Prefer Graduate of a military Intermediate Level Education (ILE) course (e.g., the Army Command and General Staff College) or a Joint Professional Military Education (JPME) course (e.g., Naval Command and Staff)
- Graduate of the School of Advanced Military Studies (SAMS) or a Joint War College preferred.
Qualifications:
- Candidate possesses working knowledge of GPS and alternate sources of Positioning, Navigation and Timing (PNT). Required
- US Security Clearance TS/SCI eligibility day-one
- Proficiency in all Microsoft Office applications.
- Ability to work in a team setting in a high-tempo environment is essential, along with strong communication and interpersonal skills.
