JOB SUMMARY:The Contract Specialist is responsible for coordinating and managing all aspects of contract administration within a department. This role includes negotiating, drafting, monitoring, and evaluating contracts to ensure accuracy, effectiveness, and compliance with applicable federal, state, and county regulations, as well as organizational policies.
ESSENTIAL FUCTIONS:- Independently leads and executes the full contract lifecycle management of complex contracts for the department, including solicitation, negotiation, execution, administration, performance monitoring, and closeout.
- Exercises sound judgment in interpreting and applying federal, state, and local regulations, mitigating contractual and financial risk, and ensuring compliance with organizational policies.
- Coordinates all steps for bids, quotes and request for proposal process.
- Provides technical assistance to vendors regarding contract inquiries, business owner’s expectations, and contract requirements.
- Serves as a primary resource and advisor to internal stakeholders and vendors, and as a key liaison with Legal, Strategy, and Purchasing to ensure timely, compliant, and effective contract execution in support of operational and capital objectives.
- Tracks and manages contractual requirements related to scope of work (SOW) refinement, operational activities, and capital projects to ensure accuracy and regulatory compliance.
- Researches and remains current on available cooperative procurement resources.
- High School diploma or equivalent.
- Five (5) years’ relevant experience in contract administration, accounting, finance or legal.
- Knowledge of Contracting and Procurement processes and terminology.
