Job Description

The Regional Director of Alternative Delivery is responsible for supervising both the pursuit and execution phases of design delivery for heavy highway and transportation projects pursued through fixed price design/build (DB), public-private partnerships (P3), or progressive design-build (PDB) procurement methods. The director ensures that all design tasks are completed successfully, manages multidisciplinary teams—including roadway, drainage, structures, geotechnical, utilities, maintenance of traffic/sequencing, traffic/ITS—comprising both in‑house and subcontracted designers.

The director coordinates closely with contractor and/or concessionaire teams to achieve project goals, adhere to schedules and budgets, and engages with owners and third parties to facilitate timely approvals.

This position can be based out of any WSP office in Utah, Colorado, New Mexico, or Arizona. The Regional Director typically works in a project office setting with frequent visits to project sites and meetings with clients or stakeholders, and may require travel to project locations.

Your Impact
  • Work closely with WSP’s National Director of Alternative Delivery on business and program/project strategy, partnerships, and staff recruitment and retention.
  • Oversee and direct both the pre‑ and post‑award execution phases of complex transportation projects procured with alternative delivery methods.
  • Supervise, mentor, and assign tasks to teams of engineers and technical staff while monitoring progress and providing technical guidance.
  • Engage collaboratively with contractors, concessionaires, sub‑consultants, owners, and additional stakeholders to ensure effective integration of design and construction activities and secure timely approvals from third parties.
  • Conduct thorough reviews and grant approval of design plans, specifications, and calculations, ensuring adherence to all relevant codes, standards, and industry best practices.
  • Establish and maintain rigorous project‑wide quality control protocols, coordinate interdisciplinary design evaluations, and incorporate constructability review comments.
  • Serve as the primary point of contact for contractors regarding design topics and maintain open communication to solve problems and manage change.
  • Lead the team in defining the project’s scope, schedule, and associated fees from initial pursuit through post‑award delivery, track progress, manage budgets and timelines, and update senior management on status.
  • Manage the preparation of design documentation for permit submissions, ensuring compliance with applicable local, state, and federal regulations.
  • Promote the use of Alternative Technical Concepts (ATCs), innovative design solutions, new technologies, and industry best practices to enhance project outcomes.
Who You Are

Required Qualifications
  • Bachelor’s degree in civil engineering or related field.
  • Professional Engineer (PE) license required. Working technical proficiency in complex structures preferred.
  • Minimum of 12+ years of post‑education experience in a role within the industry, including:
    • Minimum 10 years of progressive experience in roadway design and project management, with at least 3 years in a design‑build environment.
  • Strong understanding of Digital Delivery, Digital Twins, integrated design software (e.g., Bentley Open Roads, Infrastructure Cloud) and project management tools (e.g., Microsoft Project or Primavera P6).
  • Strong understanding of DOT standards, AASHTO guidelines, and other relevant regulations.
  • Advanced analytical and organizational skills with business acumen to bridge business and project management.
  • Advanced critical thinking and problem‑solving skills to assess and calculate program management principles.
  • Advanced interpersonal and communication skills to interact effectively with leadership, subcontractors, and employees at all levels.
  • Excellent self‑leadership, attention to detail, multi‑tasking, and adaptability to shifting priorities.
