Overview
The W80-5/SLCM-N88 ALT 370 Program Division, NA‑125.2, has an immediate need for a full‑time contractor Program Engineer to provide technical support to the Federal Program Manager (FPM), as well as serve as a program engineer liaison with other Defense Programs (DP), National Nuclear Security Administration (NNSA), and Department of Defense (DOD) organizations associated with the W87‑1 Modification Program. The Program Engineer will assist the W80‑588 ALT 370 Program Manager (FPM), Lead Engineer and Senior Engineers with technical oversight, program management, program integration, and management.
Duties include coordinating day‑to‑day operations across the geographically dispersed M&O contractors, reviewing and advising on matters pertaining to planning, integration, and execution of policies, programs, and procedures for development of guidance for resolving issues related to this weapons system. This is a full‑time contractor‑support position located on‑site at the NNSA offices in Albuquerque, NM.
- Proficiency in the transition of requirements, interfaces, linkages, and technical risk mitigation activities associated with program scope into an integrated schedule with schedule and cost risk contingency analysis.
- Demonstrated ability to assess and provide program and technical management knowledge and capabilities to advise FPO on execution of cost, scope, and schedule for major system acquisitions, and represent, within program guidance, the NNSA’s program interests and positions in interactions with other agencies and corporate entities.
- Apply systems engineering principles (such as requirements and interface management, risk management, work breakdown structure, decision analysis) for the development and maintenance of an integrated program baseline.
- Knowledge of and experience with programmatic and portfolio analysis tools, databases, and methodologies.
- Absorb broad objectives from management, then independently analyze, evaluate, and integrate solutions for unusually complex and diverse technical problems.
- Identify, track, mitigate, and resolve technical risks and issues related to product and/or system performance objectives.
- Participate in Integrated Product Team (IPT) meetings.
- Attend and participate in Project Officer Group and sub‑group meetings (joint DoD/NNSA) and within guidance provided by the Lead Engineer and/or FPM.
- Support special topic engagements as assigned.
- Knowledge of the substantive nature of NNSA Nuclear Weapons programs and activities; missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency with emphasis on 6.X process and Defense Programs Business Process System.
- Contribute to or lead assessments of current and needed capability and capacity of the NNSA weapons production complex for the W80‑588 ALT 370 Program and recommend necessary facility and resource planning based on this information.
- Minimum Bachelor's degree in Engineering or Science; a degree in Business, Program/Project Management, or a closely related field with relevant experience will be considered.
- Active DOD TS or DOE Q clearance.
- Minimum of 10 years of related experience desired, with program/project systems engineering experience managing nuclear weapons system sustainment or acquisition.
- Nuclear weapons and delivery platforms experience required and desired, in particular cruise missile experience is a plus; however, could be as little as 7 years if the candidate has focused 6.X and interagency experience.
- Manufacturing and Production floor experience in NNSA, military, government or corporate environments desired.
- NNSA/DOD Interagency experience.
- Managing interdisciplinary teams.
- Knowledge of program and project management/scheduling tools and techniques.
- Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings for senior and executive managers.
- Some travel is required.
