** This position is established to serve as the single District Technical Specialist and Technical Program Manager (BSPM and HSSPM) for the Albuquerque District. **
Duties- Structural Program Manager and Technical Specialist (50%).
- Program Oversight. Responsible for and performs oversight of the BS and HSS programs. Informs local, state and federal governmental entities of the programs and applicability to addressing problems and needs throughout their jurisdiction. Identifies and resolves sensitive issues and critical problems. Using diplomacy, discusses major issues and trends with other organizational elements to develop effective solutions to problems and obtain corporate consensus for successful execution of the programs.
Mediates and adjudicates problems that impede project or program execution in forums residing outside of the Project Review Board (PRB) process. Uses interpersonal skills to assure other managers that issues impacting their areas of responsibility are fully coordinated. Recommends corrective action to ensure quality project performance and achieve optimal effectiveness and efficiency in accomplishing assigned programs within the SPA District boundary in accordance to applicable regulations and standards. - Serves as the Bridge Safety Program Manager on all bridge safety matters pertaining to structural engineering including evaluations, seismic analyses and performance, and collaboration with FHWA and State bridge safety officials in New Mexico, and Colorado on design and jurisdictional issues. Incumbent is responsible for planning, directing, coordinating, assigning, scheduling, and overseeing the work performed by teams of engineers, scientists, and technicians.
Manages and monitors the execution of the program, assuring that the commitments, obligations, and deliverables meet the requirements of the customer and the customer agreements, along with the bridge safety criteria and regulations. Provides proposals, updated schedules, funding expenditures and budgets, and reports pertaining to the program. Provides expert staff assistance and is responsible for determining program budgets, scheduling of inspections, performing inspections, and determining the number of personnel required to successfully accomplish the program requirements.
Determines technical criteria and performs state-of-the-practice analyses for structural bridges within the District Boundary in accordance with USACE Bridge Safety and engineering regulations. - Serves as the District Hydraulic Steel Structures (HSS) Program Manager on all hydraulic steel structure matters pertaining to structural engineering including evaluations, seismic analyses and performance, and collaboration with USACE Operations officials in New Mexico, and Colorado on design and jurisdictional issues. Incumbent is responsible for planning, directing, coordinating, assigning, scheduling, and overseeing all assigned program activities and the work performed by teams of engineers, scientists, and technicians.

Serves as a structural engineering expert and authoritative source pertaining to state-of-the practice design, construction, inspection, and evaluation of civil works projects, work for others, and military construction projects including earth and rockfill dams, concrete dams, dam safety studies, flood walls, offshore structures, bridge and building foundations, and airfields. Carries out the full range of office and field engineering functions through staff of subordinate office and filed supervisors.
Provides authoritative structural engineering expertise during natural disasters and emergency response activities for the Corps and external agencies as requested.
