Summary

Deputy Chief of Healthcare Technology Management (HTM) supports the Chief HTM service at Albuquerque New Mexico Healthcare system. The staff Biomedical Engineers and Biomedical Equipment Support Specialist (Biomedical Information Systems) directly report to the Deputy Chief of HTM. The Deputy Chief of HTM assists the Chief with the management of the HTM service and the medical equipment life cycle at the New Mexico Veterans Affairs Healthcare System (NMVAHCS).

Responsibilities
  • Act as the HTM Deputy Service Chief, working within the VAMC HTM Service, which may consist of Biomedical Engineers, Biomedical Engineering Support Specialists, and administrative staff.
  • Serve as a staff advisor to the HTM Chief in biomedical engineering principles and practices.
  • Monitor daily activities related to medical equipment and clinical systems, assuring electronic studies reach the archive location accurately.
  • Coordinate all installations, maintenance, repair, software support, and quality control.
  • Coordinate activities with hospital LAN Network Manager, VistA System Manager, vendors, users, and support personnel on medical imaging modality network system matters.
  • Maintain communications with vendors and other sources to keep technical knowledge current.
  • Identify growth needs and/or necessary budget requests for submission to the NMVAHCS HTM Chief, including high-cost high-tech capital asset planning.
  • Assist and co‑manage HTM personnel in developing programs or upgrades to enhance medical systems capabilities.
  • Make selection recommendations for subordinate non‑supervisory positions.
  • Listen to and resolve grievances or serious employee complaints.
  • Make decisions regarding non‑routine, costly and controversial training needs and requests, approve expenses related to grade increases, extensive overtime, and employee travel, recommend awards or bonuses, and change position classifications subject to approval by higher officials.
  • Communicate with other medical system users nationwide to coordinate system utilization and new developments.
  • Serve on assigned special task forces, such as VISN 22 work groups.
  • Provide assistance coordinating and set priority for special requests from various programs/divisions.
  • Support the tele‑health program with problems or issues.
  • Assist in developing, maintaining, and testing medical equipment and clinical system failure contingency plans.

Qualifications Basic Requirements
  • United States Citizenship:

  • Proficient in spoken and written English as required by 38 U.S.C. 7403(f).
  • Education and/or

    Experience:

    Meet either (1) Bachelor's Degree or higher in Engineering (Biomedical, Clinical, Bioengineering, Biomechanical, Electrical, Mechanical, Biochemical) with an accredited curriculum; or (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item…
