Overview

Lead, oversee and participate in the more complex and difficult work of staff responsible for performing a wide variety of professional engineering work in support of assigned Capital Improvement Projects and day-to-day operations of assigned facility; assume management responsibility for various engineering projects and perform a variety of technical tasks relative to assigned areas of responsibility.

Essential Functions
  • Direct, coordinate and review the work of staff responsible for performing a wide variety of professional engineering work.
  • Plan, direct and participate in the review and approval of a wide variety of engineering plans, specifications and drawings.
  • Train assigned employees in their areas of work including engineering methods, procedures and techniques.
  • Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
  • Serve as project manager for a variety of engineering projects; participate in the development of policies and procedures; participate in the preparation and administration of the project budget.
  • May oversee and coordinate the repair and maintenance of City traffic signals, signs, pavement markings and streets; review and approve sign and marking replacement work orders.
  • Oversee the administration and enforcement of City flood plain and drainage ordinances; review and approve drainage plans for compliance with ordinances.
  • Coordinate assigned activities with those of other divisions, outside agencies and organizations.
  • Estimate time, materials and equipment required for jobs assigned; requisition materials as required.
  • Ensure adherence to safe work practices and procedures.
Additional Responsibilities (Departmental Assignments)
  • Plan, organize and administer the management and inspection activities related to the City's Storm Water Management Plan (SWMP) in accordance with the City's EPA MS4 Permit.
  • Plan, organize and administer the permitting, monitoring, inspection, enforcement, pollution prevention and data management activities of the City's MS4 permit in accordance with Federal, State and local laws.
  • Develop and implement the City's Storm Water Management Plan.
  • Provide information to the public on storm water regulations and best management practices.
  • Explore funding programs including grants, develop budgets to support program activities.
Supplemental Functions
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Attend and participate in professional group meetings; stay abreast of new engineering trends and innovations within the field of assignment.
  • Serve as the liaison for assigned area with other City departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Perform related duties and responsibilities as required.
Education, Experience and Requirements

Bachelor's degree from an accredited college or university in Civil Engineering or a related field;
and
Six (6) years professional engineering experience;
and
four (4) years supervisory experience

OR

Master's degree from an accredited college or university in Civil Engineering or a related field;
and
Four (4) years of professional engineering experience;
and
four (4) years supervisory experience.

Additional Requirements
  • Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
  • Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
  • Possession of a valid Professional Engineer (PE) license.
  • If applicant has an out of state PE license, must obtain State of New Mexico license within six (6) months from date of hire.
Working Conditions
  • Environmental — Field and office environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, gases; may work in or with water or around heavy construction equipment.
  • Physical — Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods.
