Plan, direct, manage and oversee assigned engineering activities and operations of the Municipal Development department including traffic engineering, engineering, street maintenance, storm drainage maintenance, and construction services; coordinate assigned activities with other divisions, departments and outside agencies; and provide highly responsible and complex administrative support to the Director of Municipal Development.
ESSENTIAL FUNCTIONS:Assume full management responsibility for all division services and activities including engineering, street maintenance, storm drainage maintenance, traffic engineering and construction services; recommend and administer policies and procedures.Manage the development and implementation of division goals, objectives, policies and priorities for each assigned service area.Establish, within departmental policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.Plan, direct and coordinate, through subordinate level staff, the work plan for assigned engineering activities; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.May manage the activities of engineering including transportation development and hydrology, planning, design, and construction of new transportation facilities.May direct street maintenance and storm drainage maintenance programs; coordinate and oversee inspections of final work.May manage traffic engineering maintenance and operation activities.Oversee all engineering design and construction activities; confer and coordinate construction phases and schedules with contractors; negotiate and prepare construction contracts, documents and cost estimates.Select, train, motivate and evaluate division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.Oversee and participate in the development and administration of the division budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.May oversee and administer funding requirements for local, state, and federal grants and appropriations.Explain, justify and defend division programs, policies and activities; negotiate and resolve sensitive and controversial issues.Represent assigned engineering activities to other divisions, departments, elected officials and outside agencies; coordinate assigned activities with those of other divisions, departments and outside agencies and organizations.Provide staff assistance to the Director and Deputy Director of Municipal Development; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.May oversee and administer the storm water MS4 Program.SUPPLEMENTAL FUNCTIONS:
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of civil engineering.Respond to and resolve difficult and sensitive citizen inquiries and complaints.Perform related duties and responsibilities as required.Minimum Education, Experience And Additional Requirements
- Minimum:
Bachelor's degree from an accredited college or university in civil engineering or related field; nine (9) years of professional engineering experience; and six (6) years supervisory experience. - Alternative:
Master's degree from an accredited college or university in civil engineering or related field; seven (7) years of professional engineering experience; and six (6) years supervisory experience.
ADDITIONAL REQUIREMENTS:Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within 6 months from date of hire.
Possession of a valid Professional Engineer (PE) license. If applicant has out of state license, must obtain State of New Mexico license within one (1) year from date of hire.
