Why does the job exist?
This purpose of this position is to provide engineering oversight and technical review for petroleum release sites regulated by the Petroleum Storage Tank Bureau (PSTB) of the New Mexico Environment Department. The role evaluates and approves engineering plans, corrective action strategies, and technical data for both Responsible Party Lead and State Lead sites, and coordinates with contractors and the regulated community to ensure compliance with PSTB requirements.
By guiding and verifying cleanup activities at leaking underground and above ground storage tank sites, the position helps prevent and mitigate petroleum impacts to soil and groundwater, supporting NMED's mission to protect public health and the environment.

- Provide professional engineering oversight
- Review plans, specifications, and technical data
- Oversee contractors and work with both internal staff and the regulated community
- Promote clear communication among staff, agencies, and stakeholders, and ensures administrative procedures and program objectives are met

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
- Installation and/or operation of remedial action systems as they pertain to petroleum contamination in soil and groundwater
- Conducting environmental site assessments, soil and groundwater sampling, monitoring well installation, and remediation technologies (e.g., air sparging, soil vapor extraction, etc.)
- Working within applicable federal, state, and local regulations
- Strong communication, technical writing and professional document reviewing skills
Minimum Qualification
Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and four (4) years of engineering experience, one (1) of which must be as a Licensed Professional Engineer. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment. Licensure as a professional engineer as per the New Mexico Engineering and Surveying Practice Act. OSHA HAZWOPR 40-Hour certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) Some sitting, standing, bending, and reaching may be required. Travel in-state and out of state will be required, including overnight stays. The position will also require occasional on-site visits to verify that all regulatory requirements are being met and followed.
