Grade: G04 – Minimum: $110,004, Midpoint: $148,506, Maximum: $187,007

Overview

Under limited direction facilitates implementation of TXNM Energy NERC Internal Compliance Program across TXNM Energy and its New Mexico and Texas utility affiliates to maintain compliance with NERC, WECC, and TRE mandatory reliability standards.

Key Responsibilities
  • Provide guidance and technical expertise related to the implementation of long‑term compliance plans and processes for assigned business areas.
  • Work with stakeholders and subject‑matter experts to implement compliance strategic direction and manage oversight of controls for monitoring NERC compliance activities.
  • Perform in‑depth technical reviews and compliance evaluation of reliability standards for planning, maintenance, operations, physical and cyber security for generation, transmission, distribution, and control‑center facilities.
  • Conduct reviews of internal controls, compliance evidence, and Reliability Standards Audit Worksheets (RSAWs) and make recommendations to Management and SMEs.
  • Coordinate with internal audit staff and third parties for supplemental compliance assessment.
  • Translate new or revised standards into program requirements and communicate those requirements to applicable personnel.
  • Establish internal performance measures for key compliance, reliability, and security metrics and track reporting on compliance project plans.
  • Facilitate implementation of technology solutions to support business areas in meeting new or revised standards.
  • Represent the company at industry forums such as WECC/TRE/NERC Compliance Workshops, Western Interconnection Compliance Forum, North American Transmission Forum, Edison Electric Institute, and E‑ISAC.
  • Lead compliance program processes including annual self‑certification, spot checks, on‑site audits, investigations, and preparation of self‑reports and mitigation plans.
  • Create and maintain document repositories required for regulatory compliance demonstrations.
  • Develop company position on new or revised standards from FERC, NERC, WECC, and TRE.
  • Coordinate identification and documentation of roles and responsibilities for NERC compliance tasks and reinforce reporting boundaries between business areas and Corporate NERC Compliance Department.
  • Participate in stakeholder and enforcement forums including violation dispensation processes, contested hearings, alerts, and investigations.
  • Assist in investigation of and external reporting of compliance violations, NERC reportable events, and cyber incidents.
  • Build alliances with stakeholders, regional entity representatives, and counterparts at neighboring entities.
  • Participate in internal spot checks and reviews to ensure compliance and support internal audit or third‑party assessments as assigned.

Qualifications
  • Bachelor’s degree in a related field with seven to nine years of relevant experience, or equivalent combination of education and experience.
  • Significant experience in regulatory, compliance, operations, engineering, power plant, control systems, energy management systems, SCADA, cyber‑security, and/or physical security strongly preferred.
  • Master’s degree preferred.
