Position Summary

The Manager of Transmission Planning leads a team of highly specialized engineers responsible for the analysis, planning, and expansion of the electric transmission system. This role ensures system reliability and compliance with regulatory requirements while developing strategic recommendations for both short-term operations and long-term infrastructure investments. The position plays a key role in capital planning, regulatory filings, and coordination with regional utilities and governing bodies.

Key Responsibilities
  • Lead the analysis and planning of the short- and long-term transmission system, including capital budget development
  • Oversee preparation of NERC-required 10-year transmission planning documentation
  • Evaluate and recommend transmission system improvements related to load growth, generator interconnections, and transmission service studies
  • Define and analyze system transfer capabilities and future performance requirements
  • Develop and support business cases and justifications for transmission upgrades and expansions
  • Manage and ensure compliance with transmission planning standards and regulatory requirements
  • Support and review regulatory filings, including participation in expert testimony when required
  • Represent the company with state and regional entities, utilities, government agencies, and industry stakeholders
  • Plan, organize, and direct departmental activities, including budgeting and goal setting
Leadership and Management
  • Lead, develop, and mentor a team of transmission planning engineers
  • Oversee hiring, training, performance management, and team development
  • Establish priorities, assign work, and ensure alignment with strategic objectives
Qualifications
  • Bachelor's degree in Engineering or related technical discipline required
  • 7-9 years of experience in electric utility engineering
  • Minimum of 2+ years in transmission or system planning
  • Minimum of 2+ years of leadership or management experience
  • Professional Engineer (PE) license preferred
Required Skills and Competencies
  • Strong knowledge of power systems engineering and transmission planning principles
  • Understanding of NERC, OATT, and utility regulatory frameworks
  • Advanced analytical and problem-solving skills
  • Proven leadership and decision-making ability
  • Strong communication skills with the ability to present technical information clearly
  • Business acumen, including budgeting and cross-functional collaboration
  • Primarily office-based with occasional travel
  • Interaction with internal teams, external partners, and regulatory agencies
Impact

This role is accountable for the operations and maintenance budget and provides key input into capital investment decisions for transmission system improvements, directly influencing system reliability and long-term infrastructure strategy.
