** Position Summary
** The Vice President of Finance and Administration (VPFA) serves as the Chief Financial Officer and Treasurer of Luna Community College and is responsible for maintaining the fiscal integrity, financial stability, and operational effectiveness for the College. The VPFA provides strategic leadership and administrative oversight for the College’s financial operations and key administrative services.
The Vice President directs the planning, development, implementation, and oversight of all financial functions including accounting, budgeting, financial reporting, procurement, audits, grants accounting, and financial compliance with federal, state, and accreditation requirements. The position also provides executive leadership for administrative operations including finance, budgeting, payroll, information technology, procurement, risk management, and other programs and administrative services as assigned.
As a member of the President’s Executive Leadership Team, the Vice President collaborates with senior leadership to support institutional planning, ensure responsible stewardship of resources, and advance the mission and strategic priorities of Luna Community College.
** Duties & Responsibilities
**** ESSENTIAL JOB FUNCTIONS*** ## Serves as the Chief Financial Officer with fiscal responsibility and oversight of all institutional funds in accordance with the College’s mission, vision, and guiding principles.* ## Provides supervision and executive oversight for finance, budgeting, payroll, information technology, warehouse/motor pool, risk management, and other programs and support services as assigned.* ## Leads the development and administration of the College’s annual operating and capital budgets and provides long-range financial planning and modeling to support institutional sustainability.
* ## Oversees all accounting operations including general ledger, accounts payable, grants accounting, payroll coordination, and financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.* ## Coordinates and oversees internal and external financial audits and ensures timely completion of required financial reporting to the New Mexico Higher Education Department, federal agencies, and other oversight bodies.
* ## Ensures compliance with federal and state regulations, accreditation requirements, grant financial management standards, and institutional financial policies.* ## Provides leadership and oversight for the College’s procurement functions including purchasing policies, contract administration, and vendor relations; ensures that the College has at least two trained, certified Chief Procurement Officers (CPO) in accordance with the New Mexico Procurement Code.* ## Oversees and ensures effective internal controls, financial policies, and segregation of duties to safeguard institutional assets and ensure fiscal accountability.
* ## Coordinates with facilities leadership on capital planning, maintenance, utilities management, and long-term infrastructure planning.* ## Oversees enterprise financial systems and reporting tools used to support financial management and institutional decision-making.* ## Provides financial analysis, data, and recommendations to support institutional planning, enrollment management, and resource allocation.* ## Serves as liaison to the Board of Trustees on financial matters and prepares financial reports and presentations for the Board and its committees.
