Personal Financial Counselor, PFC - Kirtland AFB

This position provides personal financial services to military service members and their families at assigned installations.

• Deliver the full range of personal financial counseling services, including one‑on‑one counseling, briefings, presentations, and referrals.
• Consult with commanders, other providers, or staff to ensure programs meet installation needs.
• Assist service members in establishing spending plans for extended absences.
• Create and distribute informational financial materials.
• Coordinate, publicize, and conduct Personal Financial Management classes/workshops on topics across the military lifecycle (e.g., first‑time duty, pre‑ and post‑deployment, personal and career events). Respond to requests for age‑appropriate classes or seminars.
• Use virtual counseling or other electronic modes of communication, such as secure online chat or video‑based communications, as authorized by the OSD FINRED Program office.
• Manage duty‑to‑warn situations in accordance with DoD protocol.
• Communicate with leadership and participate in regular individual and group supervision, sharing trends and issues.
• Participate in regular in‑services, training, quality improvement committees, or other contract activities as assigned.

• Bachelor’s degree required (associate degree plus 4 years of experience or high school diploma plus 6 years of experience may be considered).
• At least 3 years of financial counseling experience.
• Must be a U.S. citizen and speak fluent English; bilingual in Spanish may be required.
• Must obtain a favorably adjudicated Tier2 investigation.
• Must complete the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• MUST hold one of the following certifications:
  Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).

Minimum: $58,440 – Maximum: $93,500
