Position: Program Budget Analyst (MIPR)

Must have an active DOD Top Secret or active DOE Q clearance. Active, meaning the individual granted a clearance is briefed and currently occupies a position for which the clearance is required.

Leidos has an immediate need for a full‑time Program Budget Analyst (MIPR) supporting the Office of Stockpile Management, NA‑12 programs. This individual will ensure execution and management responsibilities of the Military Interdepartmental Purchase Requests (MIPRs) activities within the portfolio. This work includes tracking the status of the work the ADW Programs are funding between the National Nuclear Security Administration (NNSA), Air Force, and the various M&O sites.

The Program Analyst will assist the Federal Program Manager, Team leads, and Program Engineers in the direction, management, and coordination of day‑to‑day operations across the geographically dispersed Labs/Plants/Sites, review and advise on matters pertaining to planning, integrating, and execution of program MIPR, and procedures for development of guidance for resolving issues crossing multiple weapons systems.

The successful candidate will have demonstrated experience in budgeting and analysis, be self‑starting, possess an ability to work in a highly dynamic environment, and have an ability to interface with a broad range of federal and military senior staff and leadership. This requires coordinating with Federal Program Managers and Engineers, Program Managers at the NNSA National Labs and nuclear weapon production facilities, and other program/budget analysts to draft clear and consolidated budget documentation, program briefings, program reports, draft work authorizations, and approved funding program documentation.

The individual must understand and explain the technical and programmatic drivers for MIPR changes and priorities and respond quickly to real and projected work scope changes, variances, and funding levels with accurate analysis and documentation.

This is a full‑time contractor‑support position located on‑site at the NNSA offices in Albuquerque, NM.

Roles / Responsibilities Include
  • Serve as one of the primary interfaces on the MIPR portfolio.
  • Maintain tracking and status of all Military Interdepartmental Purchase Requests (MIPRs) within your division.
  • Provide support to the federal team by evaluating and tracking all MIPR related site cost estimates, spend plans and monthly reports.
  • NNSA liaison to DoD organizations for regular meetings and status of MIPR actions.
  • Serves as the primary interface between Project Engineers, Management and Operations (M&O) contractors, and the Air Force in the area of work‑for‑others (WFO) programs and funding.
  • Analyzes past and current Military Interdepartmental Purchase Requests (MIPRs) to ascertain their individual status, track budget and program activities associated with each MIPR, and work to manage –then close –individual MIPR activities.
  • Coordinates development of Statements of Work (SOWs) between M&O Contractors and the Air Force.
  • Regularly provides status of MIPR portfolio, informing federal staff on status, issues, challenges, and needed federal actions.
  • Clearly and concisely conveys analysis results to all levels of Federal management in support of programmatic decisions.
  • Serve as subject matter expert advisor to the FPM and staff to resolve emerging issues and any potential problems that may be associated with this MIPR‑related support.
  • Apply process improvement practices for this work.
  • Work independently, creatively, and under general supervision.
Requirements
  • Bachelor’s degree in related field with 4+ years of related program/budget analysis experience required or Master’s with 2+ years of prior relevant experience. High school diploma with additional relevant years of experience will be considered in lieu of a degree.
  • Active DOE Q or active DoD Top Secret clearance.
  • Program/project management in NNSA, DoD, government or corporate environments.
  • Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint and MS Excel).
