Eviction Data Program Manager

The Eviction Data Program Manager will lead a 20-24 month statewide initiative to collect, track, and share tenant eviction data across New Mexico. This position will evaluate existing data systems and lead efforts to modernize and develop improved eviction data infrastructure to strengthen legal services, protect renters, and help prevent housing instability. The work will play a critical role in improving how eviction data is collected, understood, and used across the state.

The Program Manager will convene and lead a cross-sector team addressing eviction data challenges and ensure that the experiences of community members and frontline service providers shape data collection priorities and advocacy strategies. The Program Manager will serve as a primary liaison to courts, state agencies, and policymakers to improve data access and transparency, and will represent New Mexico in a national cohort of peer states, working closely with national technical assistance providers supporting project implementation.

• Project Planning & Needs Assessment:
  Lead the design of a statewide eviction data tracking project. Conduct a needs assessment incorporating input from community members and frontline service providers, and develop a two-year roadmap for data collection, trend analysis, and public reporting. Identify key metrics, such as case timelines, communities most affected by evictions, landlords with repeat filings, and rates of tenant legal representation. Identify structural limitations in existing data systems and develop recommendations for improvement or replacement where necessary.
• Statewide Data Collection & Management:
  Coordinate eviction data collection statewide in partnership with courts, state agencies, local community partners, and national technical assistance providers. Integrate quantitative data with qualitative information gathered through focused conversations with New Mexico residents and families affected by evictions. Ensure secure data management and collaborate with IT professionals to build tools that track and report the data clearly and accurately.
• Data Analysis & Reporting:
  Analyze eviction data to identify statewide and local trends. Identify areas with high housing instability, challenges with legal representation or court processes, and opportunities for prevention. Translate findings into clear reports and visual presentations and share results with community partners and policymakers.
• Lead Eviction Data Team:
  Form and regularly convene a team of legal experts, government partners, data specialists, and housing advocates. Support collaboration, information-sharing, and joint problem-solving through consistent communication and the development of strong working relationships among team members.
• Policy Advocacy:
  Collaborate with courts, agencies, and policymakers to improve eviction data access and transparency. Develop policy recommendations informed by project findings. Work with community partners and NMCLP’s communications team to publicly share data alongside community experience. Provide presentations, briefings, and testimony as needed.

  Serve as New Mexico’s primary contact to a national cohort of similar state-level projects. Participate in coaching, technical assistance sessions with national eviction data experts, peer learning, and cohort convenings.
