OPEN: 27 May 2026 CLOSES: 11 June 2026 AFNWC is currently seeking a full-time NH-2210-03 IT Program Manager (IT Resources and Plans Manager) M to work in the IT Services Division (DST), Kirtland Air Force Base in Albuquerque, NM.
This position is a NH-2210-03, which has a typical 2026 salary range of $ 90,479 - $139,871. The primary purpose of this position is to serve as an Information Technology (IT) specialist for AFNWC at Kirtland AFB, NM responsible for a wide range of functions which could include policy development and strategic planning, capital planning and investment control, standards development, resource management, Information Technology (IT) investment, knowledge management, enterprise architecture and infrastructure planning and management, telecommunication management, project management, auditing, information assurance, website management, and IT equipment management with particular emphasis on soliciting and validating requirements and building an executable plan for contract support, equipment purchase, and inventory management to ensure efficient and effective technical refreshment of IT capability.
- Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction, and monitor all significant activities so the service is delivered successfully.
- Coordinate and manage the overall service provided to a customer end-to-end.
- Develop methods to monitor and measure risk, compliance, and assurance efforts.
- Ensure all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
- Write, review, and coordinate PWS, SOW, SOO, MOU, MOA, SoN, and other documents in support of IT Services
- Gather feedback on customer satisfaction and internal service performance to foster continual improvement.
- Lead the full IT acquisition lifecycle, from defining procurement requirements and embedding security language in contracts to managing project execution and budget.
- Analyze user requirements to create and manage content, promote knowledge-sharing cultures, and facilitate collaboration across the organization.
- Perform needs analysis to determine opportunities for new and improved business process solutions.
- Provide recommendations for possible improvements and upgrades.
- Review or conduct audits of information technology (IT) programs and projects.
- Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up.
- Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives.
- Resolve conflicts in laws, regulations, policies, standards, or procedures.

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Incumbent must be eligible and maintain a Top-Secret security clearance.
