Why does the job exist?This position provides IT Project Management and Project Portfolio Management (PPM) services to the agency through the Office of Information Technology (OIT). It is responsible for gathering and documenting technology‑related project requirements from subject matter experts within programmatic areas and assisting application developers in understanding those requirements. This position is also responsible for the organization, tracking, resource and time management, and successful execution of individual IT projects as assigned by the CIO, as well as maintaining visibility and coordination across the broader portfolio of IT initiatives.
Howdoes it get done?
- Lead full project life‑cycle activities: initiate projects, define scope/performance measures, assess compliance requirements, develop business cases, and determine delivery approach
- Manage project planning and execution, including schedules, budgets, resources, risks, governance, quality, scope, and overall project outcomes
- Implement and maintain Agile project management methodologies, tools, and processes to ensure consistent, high‑quality delivery
- Oversee project portfolio management by tracking interdependencies, prioritizing initiatives, and aligning projects with strategic objectives and available resources
- Prepare and maintain governance and compliance documentation, including project certification materials, status dashboards, steering committee briefings, and executive reporting
- Coordinate with stakeholders, financial staff, and procurement teams to manage expenditures, reconcile budgets, and support procurement activities
- Lead project closeout and continuous improvement efforts, including lessons learned, post‑implementation reviews, root cause analysis, and mentoring junior project staff
- New Mexicans to protect and restore the environment
- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations
- Internal staff
The ideal candidate will have experience in the following:
- IT project management, including Agile methodologies, project planning, execution, and delivery of medium‑sized or moderately complex initiatives
- Managing multiple concurrent projects through Project Portfolio Management, including prioritization and alignment with strategic business objectives
- Demonstrated ability to oversee budgets, expenditure tracking, financial coordination, and detailed project status reporting
- Formal governance and oversight processes, including preparation of project certification documentation and executive steering committee materials
- Strong organizational, collaboration, and prioritization skills, capable of managing competing demands while working effectively across teams and stakeholders
Bachelor’s Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and four (4) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
CAPM/PMI‑ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience.
Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
Bargaining Unit PositionThis position is covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.
