    Why does the job exist?

    The Information Technologies (IT) Project Manager will:
    • Independently plan, manage, forecast, and lead the execution of medium sized or moderately complex projects;
    • Demonstrate mastery of foundational project management disciplines, methods, and tools;
    • Possess sufficient technical and programmatic domain knowledge to provide effective planning, management, forecasting, and oversight of project progress and results.
    How does it get done?

    The IT Project Manager will be responsible for:
    • Identifying, adapting, and implementing the appropriate methodologies and tools to ensure consistent, effective, onetime, high-quality project results;
    • Leading the team in defining project work, estimating costs, and supporting procurement and contract management activities;
    • Leading and facilitating project planning, defining and organizing required tasks, identifying dependencies and constraints, and establishing baselines;
    • Working with the project team to produce end of month reports and identify solutions to keep projects on track;
    • Mentoring division staff responsible for managing small projects.
    Who are the customers?
    • Health Care Authority (HCA) internal stakeholders, including HCA staff, management, and leadership teams;
    • External stakeholders such as other state agency contacts;
    • Outside organizations that interface with HCA projects;
    • Additional State Agencies involved in or impacted by project activities.
    Ideal Candidate

    The Ideal Candidate has experience:
    • Independently managing technical projects related to IT enterprise systems, networks, software applications, and databases;
    • Developing complex project documents such as work breakdown structures (WBS), statements of work (SOW), resource loaded schedules, and reporting materials;
    • Forecasting risks, comparing estimates to actuals, and supporting continuous quality and process improvement efforts;
    • Conducting project close out activities, including lessons learned and post implementation reviews;
    • In contract management, including tracking deliverables, deadlines, and invoices.
    Minimum Qualification

    Bachelor's Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and four (4) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

    CAPM/PMI- ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience.

    Employment Requirements

    Must possess and maintain a valid Driver's License.

    Must possess or obtain Defensive Driving Certificate.

    Working Conditions

    Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
