Salary Grade: G02 (Minimum Midpoint Maximum $145,197 - $203,276 - $261,354)

SummaryThe Director of Strategic IT Management & Enablement leads the department responsible for enterprise IT governance, enterprise data governance enablement, quality assurance and testing excellence, strategic alignment, performance metrics, organizational change management, resource and capacity management, business relationship management, portfolio and program management, and financial transparency. The role ensures IT investments deliver measurable business value through standardized processes, data-driven insights, and optimized resource utilization.
Essential Duties & Responsibilities- Define and execute the vision and operating model for SIME aligned with enterprise objectives.
- Establish and support governance frameworks for business relationship management, data governance, portfolio, program, and project management (PPMO).
- Drive IT strategy alignment with business priorities and ensure benefits realization.
- Implement stage-gate processes, prioritization models, and portfolio dashboards for capital and operations/maintenance initiatives.
- Oversee enterprise portfolio planning and integrated program and financial controls.
- Establish decision rights, standards, stewardship model, data quality measurement, and controls, embedding them into IT delivery and operations.
- Define governance forums, standards, and escalation paths.
- Develop and maintain data policies and standards (definitions, master data, quality, retention, classification).
- Implement a data quality management approach: critical data elements, thresholds, monitoring, remediation workflow.
- Partner with business functions and analytics/data platform teams to embed governance in solution delivery (SDLC), change management, and operations.
- Develop and enforce QA standards, automation frameworks, and performance/security testing practices.
- Ensure compliance and quality gates across all technology initiatives.
- Build and maintain dashboards for delivery predictability, resource capacity, and throughput.
- Implement data-driven insights for decision-making and continuous improvement.
- Focus on automation, consolidation, and sustainability of IT services.
- Create and deploy OCM playbooks to improve adoption and accelerate benefits realization.
- Partner with HR and Communications for stakeholder engagement and training strategies.
- Manage IT resource management framework and data input/output.
- Lead, direct, and motivate Business Technology Account Managers through leadership communication, performance management, and employee management.
- Establish financial transparency for run vs. change, unit cost baselines, and optimization opportunities.
- Support budget and financial analysis, cost governance, and partner with IT contract owners on contract management and financial controls.
- Extensive business and technical orientation with knowledge of financial analysis, regulatory frameworks, engineering and IT principles, AI, process mapping, workflow management, and general IT business practices.
- Strategic planning to integrate strategic, operational, financial, architectural, and regulatory issues, facilitating multi-layered processes from officer level through operation work groups.
- Strong ability to develop consensus positions with a wide range of internal and external personnel.
