The Air Force Civilian Service (AFCS) is looking for a Full‑Time Operations Research Analyst‑NH‑1515‑03 to work at AFOTEC/A‑1, Kirtland AFB, NM.
The ideal candidate is a highly analytical and results‑oriented professional with experience supporting test and evaluation (T&E) activities throughout the system lifecycle. They possess a strong understanding of the Defense Acquisition System and acquisition lifecycle, enabling them to effectively support the planning, execution, analysis, and reporting of test events that inform acquisition decisions.
The candidate demonstrates expertise in data analysis, statistical modeling, and quantitative problem‑solving, with the ability to transform complex datasets into actionable insights. They are proficient in Python for data processing, automation, and analytical modeling, as well as R for statistical analysis, data visualization, and predictive analytics.
The successful candidate is collaborative, detail‑oriented, and capable of working across multidisciplinary teams to deliver data‑driven recommendations that improve mission effectiveness, support informed decision‑making, and contribute to successful acquisition outcomes.
Salary Range is $76,463–$118,204, does not include locality pay.
- Value of Position (VOP):
If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.
Relocation/Recruitment incentives may be paid.

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
- The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft.
- Must meet 1515 Job Series requirements: 24 or more credit hours in Math or related subjects. At least 3 hours in Calculus.
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Leads test programs from inception to close‑out, ensuring technical adequacy and operational sufficiency. Facilitates Initial Test Design (ITD) meetings and Measures Workshops (MW) to develop operationally realistic and testable designs and measures.
- Provides STAT and other support to test teams. Provides technical and scientific support to test teams in the areas of test design, test methods, measures, and analysis techniques to ensure technically feasible test plans, analytically sound measures and methods, and supportable conclusions in test reports.
- Professional Development and Technical Proficiency. Seeks out opportunities for professional development and technical proficiency consistent with the AFOTEC and A‑2/9 mission and vision. Maintains awareness of technological and policy trends that may impact OT&E.
