This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract.

Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking a Business Analyst – Associate to support Indian Affairs (IA) and Office of Information Technology (OIT) programs and initiatives.

Working with project and program managers, technical personnel, federal clients, Government stakeholders, and the Federal Task Lead, the Business Analyst provides business analysis and consulting support across requirements development, process improvement, IT modernization, IT Asset Management, and Change and Configuration Management activities.

The position assists with analyzing business needs, documenting current and future processes, developing and maintaining requirements and technical artifacts, maintaining accurate operational records, responding to customer requests, supporting testing and implementation activities, and helping ensure processes and deliverables comply with applicable federal, Department of the Interior (DOI), and Indian Affairs standards.

DUTIES AND RESPONSIBILITIES

Business Analysis

• Gather, analyze, validate, document, and maintain business, functional, technical, and system requirements.
• Map current-state, interim-state, and future-state business processes and assist with identifying opportunities for process improvement, modernization, automation, and increased efficiency.
• Develop user stories, story maps, use cases, acceptance criteria, and prioritized product backlogs.
• Develop and maintain business glossaries, functional requirements, process models, system diagrams, wireframes, workflows, and other business and technical artifacts.
• Create and maintain models using Microsoft Visio or comparable Government-authorized tools.
• Manage and update boards, test plans, dashboards, requirements, and related artifacts using Azure Dev Ops or other authorized tools.
• Conduct research and analysis supporting process improvement, business process reengineering, IT modernization, shared services, and technology implementation.
• Support testing activities, usability assessments, stakeholder interviews, requirements sessions, training, and knowledge-transfer activities.
• Assist with translating stakeholder and customer needs into clearly documented business and system requirements.
• Track assigned activities, risks, issues, milestones, action items, and deliverables to support timely project execution.
• Support development of reports, dashboards, process documentation, presentations, and other analytical deliverables.
• Collaborate with Government stakeholders, project managers, technical personnel, vendors, and other contractors to support project and operational requirements.

IT Asset Management

• Support analysis and documentation of hardware, software, licensing, and property-management processes.
• Assist with IT service-request fulfillment and analysis of customer hardware and software requests.
• Maintain and analyze asset and product information within applicable repositories, systems, and catalogs.
• Support analysis of software and hardware products undergoing technical review.
• Assist with product-authorization processes and associated risk, approval, and status tracking.
• Support automated and manual IT Asset Management processes.
• Assist with maintaining accurate hardware, software, licensing, and property records.
• Identify opportunities to improve asset-management workflows, data quality, operational efficiency, and customer service.
