Position: Sr Subcontract Administrator (Data Centers)

As a Senior Subcontract Administrator for Advanced Manufacturing, you will be responsible for contracting with major construction services for mid‑ to large‑sized projects (total installed cost of $50M‑$750M). The role requires functional knowledge and existing methodologies to solve complex problems while implementing innovative solutions. You will lead projects with accountability for team members and ongoing activities or objectives.

Leverage your passion and experience as you conduct and coordinate procurement transactions associated with purchasing complex large professional and/or construction services. The Senior Subcontract Administrator has thorough knowledge and understanding of procurement concepts, principles and practices, and the techniques of ensuring task completion. They understand the role of procurement and its integration with other project functions, accomplish value‑added expectations, and perform assignments in accordance with established policies and procedures.

The Senior Subcontract Administrator reports directly to the Director of Supply Management, Advanced Manufacturing. While supporting Jacobs’ projects, the Senior Subcontract Administrator will report indirectly to the assigned Project Procurement Manager or Project Manager.

What You’ll Do
  • Develop upfront procurement planning activities such as providing input into the Supply Management Execution Plan (SMEP), establishing subcontracting strategies, and developing project‑specific templates, reports and tools.
  • Provide general guidance to subcontract technicians and associate subcontract administrators, including on‑the‑job training, support, supply management systems instruction, and package assignments.
  • Use critical thinking and problem solving to maximize the efficiency and effectiveness of the project’s subcontracting efforts.
  • Handle subcontracting assignments that typically consist of major or complex construction services on larger projects, or serve as the Subcontracts Lead for all subcontracting on a medium‑to‑large size project.
  • Utilize established policies, procedures, systems, and tools.
  • Coordinate subcontracted services procurement agreements and change orders (modifications) to accomplish project or group objectives and obligations.
  • Review subcontracts‑related invoices and ensure approval in accordance with terms and conditions agreed within the subcontract.
  • Evaluate facts surrounding subcontract‑related problem areas and apply remedies to resolve them.
  • Maintain subcontracting documentation in a repository.
  • Identify and advise management of subcontract‑related risks.
  • Prepare bidder lists, qualify bidders, prepare requests for quotation, and conduct bid evaluations.
  • Prepare proposal deliverables such as pricing of subcontracted services, execution approach narratives, and labor hour estimates for subcontracting.
  • Recommend source selections, develop negotiation strategies, plan and lead subcontract negotiations, and coordinate final negotiations with the legal department.
  • Coordinate clarification meetings with bidders and the project team.
  • Prepare commercial bid evaluations.
  • Route requisition for award documents to the project team for approvals.
  • Draft award subcontract documents and issue to the successful bidder.
  • Manage change orders.
  • Mitigate subcontractor risk and assist with any claims or disputes.
  • Work independently, with guidance only in the most complex situations. Supervise the work of less senior subcontract administrators who assist with the purchasing activities.
