Target Pay Range/Rate: $36.541-$45.676 per hour or $76,005.28-$95,006.08 annually

The Bernalillo County Metropolitan Court is recruiting for a full-time, perm Court Programs and Operations Manager # for the Probation Specialty Courts Division in Albuquerque, NM. Essential Tasks:
This position will manage and supervise Specialty Court programs including Homeless Court Program, the Clinical Services Department, Mental Health Court and Services, Competency Court, the Healing to Wellness Court program, and two Domestic Violence programs. Duties will include overseeing and understanding the essential functions involved with Specialty Courts including budgetary requirements and grant monies associated with these programs. Have experience and a working knowledge of how the judicial system works.

This position will coordinate and assist with all programs within the Court; provide timely delivery of service and meet project deadlines; identify program-defined valued outcomes for participants and community; build and motivate a strong support team; maintain inter-agency cooperation, communication and support; create and maintain problem-solving team(s); prepare materials for training and educational programs; develop, revise and implement policies and procedures manual;

schedule, organize and facilitate progress, policies and issues meetings; make formal presentations; serve on committees; maintain collaborative network of participants; serve as liaison to courts; assist in budget preparation and expenditure projections; assure program’s statutory and budgetary compliance; research and prepare application for grants; oversee program contracts and monitor contractors’ compliance; maintain, analyze and disseminate pertinent statistical reports. Assign and approve work of others, train employees and provide formal and informal feedback on performance.

May attend legislative hearings and/or address legislators with regard to program strategy and budgetary requirements. Have knowledge and experience with RFP and procurement code. May perform other duties as assigned to meet the Court’s operational needs. EXAMPLES OF JOB DUTIES
  • The Court Programs and Operations Manager is responsible for managing and overseeing multiple programs and contracts for assigned divisions.
  • Collaborates with judges, court administration, program managers, and other stakeholders, in developing programs to meet the court’s statutory requirements.
  • Communicates program design and goals to courts, staff, participants/clients, and the community.
  • Maintains inter-agency cooperation, communication, and support and develops working relationships with associated parties.
  • Creates and maintains cohesive problem-solving program stakeholders/teams.
  • Makes presentations to volunteer programs, civic groups, and educational institutions.
  • Assists in developing an effective case management system for programs.
  • Communicates the success and cost-effectiveness of programs to secure funding.
  • Develops, approves, implements, and communicates operating policies, procedures, and goals for the division.
  • Plans both short and long-term goals and objectives for the division.
  • Schedules, plans, organizes, and facilitates team meetings and revaluates staffing levels accordingly for reallocation.
  • Represents the Court on governmental and community committees, and prepares and may deliver presentations.
  • Provides qualitative data and fiscal projections to upper management, special committees, boards, and the legislature.
  • Tracks projected and expended project funds.
  • Analyzes and projects staffing requirements and operational needs for the program(s).
  • Conducts program reviews for the court to ensure: compliance with “scope-of-work” criteria, court standards are met and financial accountability is upheld.
