The Bernalillo County Metropolitan Court is recruiting for a full-time, perm Court Financial Operations Manager # for the Finance Division in Albuquerque, NM. Essential Tasks:
Plan, organize, direct and control the activities of the Finance Division of the Metropolitan Court in accordance with all applicable rules, policies and regulations, including the Model of Accounting Practices; active participation on the Unified?
Budget Process; collaborate with the Chief Judge and Court Executive Officer on the preparation, justification and submission of appropriation requests to the Legislative and Budget Division; interact with other state agencies, the Administrative Office of the Courts and the Legislature; interface with Budget Division to measure and assess monthly financial reports as compared to Court budget and operating projections; ensure the consistent use of effective financial controls and accountability;
justification and submission of capital project requests; oversee misdemeanor bail bonding system and monitor bonding agents’ compliance; actively participate with the Chief Judge, the Court Administrator and other court managers to develop and implement prudent fiscal policies and procedures; ensure account reconciliation accuracy and timeliness; monitor effective controls and accountability of all cash receipts; manage cash bond and case refunds;
supervise the Unclaimed Property submission; oversee preparation of reports submitted to State Treasurer’s Office; coordinate and manage annual audit process. May serve as Chief Financial Officer. Job Duties
- The Court Financial Operations Manager is responsible for planning, organizing, directing and controlling the activities of the Accounting, Support Services and Budget divisions.
- Supervises a fiscal services division consisting of two (2) or more financial staff.
- Directs the preparation, submission and justification of appropriation request, operating budget and budget adjustment requests.
- Ensures compliance with approved operating budget and all policies, procedures, rules, regulations and laws.
- Oversees grant administration and compliance, as well as other state and/or federal funds reporting compliance.
- Review and participates in procurement process including Requests for Proposals, Invitations to Bid, and issues and evaluates resulted proposals in compliance with state procurement code.
- Directs the preparation submission and justification of capital request, Infrastructure Capital Improvement Plan (ICIP) database and Capital Project Monitoring System (CPMS) reporting for DFA/LFC.
- Oversees Severance Tax Bond capital appropriations working with the Board of Finance on questionnaires and draw requests.
- Oversees grant financial management of budget, compliance, projections, reimbursements, matching requirements, quarterly/annual financial reporting and closeout.
- Prepares and submits requests for special, supplemental, and deficiency appropriations and other funds as needed on behalf of the court/judicial entity.
