Street Outreach Supervisor
The Street Outreach team works to engage and build rapport with unsheltered individuals and families experiencing homelessness. The Albuquerque Community Safety Street Outreach Supervisor provides direction, oversight and coordination of the Street Outreach program; manage, oversee, coordinate and supervise assigned staff and support to ensure programmatic compliance and goals. Directs and develops plan, schedule, and policies; coordinates assigned activities with other divisions, departments and outside agencies.
Provides highly responsible and complex administrative support to the Albuquerque Community Safety (ACS) Department management team. This is a safety sensitive position subject to random drug/alcohol testing. Work under potentially abusive, hazardous or emergency conditions. ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
Direct, oversee, coordinate, and participate in variety of assigned tasks relative to Street Outreach program; provide coordinated response to identified encampments with the potential of encountering large number of occupants, environmental hazards such as human waste, syringes, and fire risk; and in located near or in areas including but not limited to tunnels, drainages, freeways, and isolated outdoor spaces.Oversee and supervise Street Outreach team and participate in responding to and addressing community issues; respond in person or by phone to 911 requests for assistance with individuals experiencing issues with mental and behavioral health, inebriation, homelessness, addiction, chronic mental illness as well as other issues that do not require police or EMT response.Plan, coordinate, and develop Street Outreach and support work teams; provide professional development and monitor work activities to ensure compliance with established policies and procedures.Develop, coordinate, and participate in assigning daily and weekly strategic encampment response to designated staff.Supervise and oversee safety procedures to ensure public safety and security procedures are followed.Coordinate and assist with Emergency Communications Centers of Police and Fire Rescue Departments; establish and oversee assignment of calls; monitor call response times and coordinate co-responses.Provide insight and direction in developing Street Outreach goals, objectives, policies, procedures and work standards; focus to connecting a continuum of care to individuals experiencing homelessness in encampments.Evaluate and advise regarding programmatic operational matters; organizational structure, team development, and services and supports improvements and efficiencies.Review and analyze City of Albuquerque's encampment applications and other reports of encampments from a variety of sources; to includes 311, Albuquerque Police Department, City Departments, and citizens.Assist coordinators in transitioning clients into services, programs, resources, shelters and make appropriate referrals, considering client preferences.Ensure documentation conforms to established procedures and processes; proper authorization and conformance with agreements, contracts, and state and federal regulations are in compliance.Represent the Street Outreach program and ACS to other divisions, departments, elected officials and outside agencies; coordinate assigned activities with other divisions, departments and outside agencies and organizations.Participate in the hiring of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; conduct performance evaluations for designated staff.Develop, review, and coordinate data collection, statistical reports, and program reports; assist and prepare relevant reports.SUPPLEMENTAL FUNCTIONS:
