Why does the job exist?

The purpose of this position is to oversee the Quality Assurance Program for the New Mexico Environment Department's ambient air monitoring network, ensuring that ambient air monitoring data are scientifically valid, accurate, complete, and legally defensible. The position ensures compliance with U.S. Environmental Protection Agency (EPA) quality assurance requirements and applicable state and federal regulations while providing technical leadership for air quality data validation, data submittals to the EPA and the public, ambient air monitoring network audits and equipment verifications, and meteorological audits.

How does it get done?
  • Manage and oversee the Quality Assurance Program for New Mexico's statewide ambient air monitoring network by supervising and training QA Auditors and Data Scientists
  • Develop, implement, and maintain Quality Management Plans, Quality Assurance Project Plans, Standard Operating Procedures, and other quality system documentation
  • Oversee the completion of quality assurance audits, equipment performance evaluations and verifications, and technical system reviews in accordance with EPA requirements
  • Ensure NMED's ambient air monitoring data acquisition management systems are maintained to evaluate and validate ambient air monitoring data to ensure compliance with EPA quality assurance criteria prior to certification and public reporting
  • Oversee the maintenance and integrity of the ambient air monitoring database and ensure the timely, accurate transmission of ambient air monitoring data to the EPA and public data reporting systems
  • Ensure compliance with EPA regulations, guidance, and federal reporting requirements, including oversight of quality assurance activities and coordination with EPA Region 6

Ideal Candidate

The ideal candidate will have experience in the following:

  • Ambient air monitoring principles and EPA regulations governing ambient air monitoring programs
  • Environmental quality assurance practices and experience developing and implementing quality systems
  • Conducting technical audits and ensuring regulatory compliance
  • Validating environmental data to ensure its integrity, accuracy, and defensibility
  • Strong leadership, analytical, communication, and organizational skills

Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and five (5) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.

Bargaining Unit Position

This position is not covered by a collective bargaining agreement.
