Job Summary:
The Program Security Officer meets multi‑discipline security requirements with an emphasis on personnel security for a US Space Force Customer. The primary function is to handle personnel security in support of the customer's facility and organization. The position will provide day‑to‑day personnel security (PERSEC) services for Special Access Program (SAP) activities. Responsibilities include conducting verifications via the Defense Information System for Security (DISS), Joint Access Database Environment (JADE), and other databases for personnel security clearances/access levels, administering security education, training, and awareness (SETA) for Civil Service, military, and contractor personnel.
The officer administers and supports the program management teams and follows current applicable DoD/USAF/USSF regulations, policies and procedures related to Special Access Program Security, Sensitive Compartmented Information Security and Collateral security. The role informs the government program security lead of compliance related issues and security incidents, ensures priorities are met within the security team, and keeps the govt lead informed.
The officer drafts, reviews, and staffs DD254s, communicates and interfaces with program managers and their teams to provide program security guidance, and oversees the Program Personnel security program, including industry and mission partners.
- Work as a team member, communicate, perform office functions and use office tools, customer focus and deliver exceptional performance.
- Follow current applicable DoD/USAF/USSF regulations, policies and procedures related to Special Access Program Security, Sensitive Compartmented Information Security and Collateral security.
- Proficient in using DOD and Special Access Program systems of record DISS, JADE, and other applicable databases. Assist users with system functions and perform all duties assigned as a Special Access Program Personnel Security Official (SPO).
- Maintain all personnel security records and ensure records are current and in accordance with applicable personnel security requirements. Request PSQ updates annually for all personnel supporting special access programs. Prepare Program Indoctrination Agreements (PIA); generate debrief PIAs, execute debriefs on behalf of the government security team. Perform accurate and timely updates of personnel briefings and debriefing records in JADE.
- Understand and exercise the Special Access Program Nomination Process (SAPNP) for personnel as needed for the organization's personnel, mission partners, and industry partners.
- Conduct periodic reviews of documents and make recommendations for updates and/or modifications to the security lead as assigned.
- Protect against security vulnerabilities that will exist during the development processes as well as those that will require preventive measures upon completion or delivery of systems and products.
- Follow guidance and assist supervisors and managers in the areas of physical, information, personnel and industrial security.
- Adhere to and recommend changes to Standard Operating Procedures to ensure that critical government resources, personnel and facilities are protected in a dynamic threat environment.
- Assist in implementing and administering the Resource Protection Program which includes Control Entry Custodian, Alarm Custodian, and Security Access Systems.
- Assist managers with policies, instructions, procedures, control systems and methods for safeguarding and use; personnel access controls; need‑to‑know criteria; physical storage and control; and transmitting, transferring, reproducing, emergency protection and removal, destroying of classified information.
