The Assistant Engineering Director for Public Works - Utilities is a full‑time on‑site role located in Alcoa, TN. Responsibilities include overseeing and managing various public works projects, supervising operations related to water distribution and wastewater treatment, and ensuring compliance with regulatory standards. The role also involves preparing and managing budgets, ensuring quality and efficiency in service delivery, and collaborating with stakeholders to address community needs and infrastructure improvements.
The Assistant Engineering Director will work closely with other public administration officials to innovate and implement best practices in utility services for the city.
- Manages construction projects associated with water and wastewater improvements, and other assigned public works projects
- Prepares design plans, specifications, contract documents, and cost estimates for public works projects
- Supervises work of subordinate technical and administrative team members
- Reviews and responds to citizen inquiries and complaints related to engineering projects and operations
- Ensures compliance with state and federal laws, regulations, and standards
- Bachelor’s degree from an accredited college or university in Civil Engineering or Environmental Engineering
- Professional Engineer (P.E.) license issued by the Tennessee Board of Architectural and Engineering Examiners, or licensure in a state with reciprocity (Tennessee licensure required within one year of hire)
- Significant management experience in civil or municipal public works engineering
- Appropriate state or professional certifications related to the engineer’s field of specialization (or ability to obtain within twelve months), such as:
- Grade II Water Distribution System Operator
- Grade II Wastewater Collection System Operator
- Level II Erosion Prevention and Sediment Control (EPSC) certification (or ability to obtain within twelve months)
