Water Management
The purpose of this classification is to perform technical tasks at the managerial level to assist in overseeing construction projects, maintenance activities and general operations of the Water Department, production and distribution, of the City of Alexandria. This position is subject to 24-hour call.
Organizes, schedules, supervises, assigns, reviews and inspects operations, maintenance and construction activities of the water production and distribution system; coordinates daily work activities; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
Assists in managing subordinate supervisory, technical and support staff; supervisory duties include instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and recommending disciplinary action; reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Oversees projects and work activities to monitor progress and insure compliance with established standards; advises field crews in techniques and practices; reviews reports; reviews and approves requests for materials and supplies.
Provides recommendations regarding alterations and modifications to the existing water production and distribution system and its components; reviews drawings, plans and specifications relating to new and existing projects, equipment and components.
Prepares, reviews and presents technical reports to administration or various committees; prepares and processes necessary paperwork, specifications, and reports required by department policies and procedures.
Participates in the process of developing specifications for equipment and material procurement; prepares and writes contract provisions and specifications.
Ensures compliance with all applicable rules, regulations, standards, policies and procedures; ensures compliance with the EPA, DEQ and the Department of Health and Hospitals rules and regulations; initiates any actions necessary to correct deviations.
Assists in the establishment and administration of a comprehensive budget for the support of all required projects, programs and services; analyzes, prepares and presents various departmental budget reports, provides financial analysis and the potential impact of requested expenditures; prepares, reviews and/or approves/disapproves purchase order requests and bid advertisements.
Receives, reviews, analyzes and responds to difficult customer concerns or complaints.
Desired QualificationBachelor’s Degree from an accredited college or university in Civil, Chemical, or Environmental Engineering or related field preferred; supplemented by five (5) years of progressively responsible supervisory experience in water utility operations, water system design and construction or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid State of Louisiana Class IV Water Production, Treatment, and Distribution certifications.

Will be required to obtain and maintain additional certifications and/or training as deemed necessary. Must possess a valid driver’s license. Will be required to obtain a valid State of Louisiana driver’s license at the time of appointment and maintain throughout employment for this classification.
Reciprocity may be recognized should an operator possess Class IV certifications in Water Production, Distribution, or Treatment as issued by another state or territory of the United States; must obtain Class IV certifications in Water Production, Distribution, and Treatment as issued by the State of Louisiana within six (6) months of appointment.
