The purpose of this classification is to perform professional activities to conduct residential and commercial inspections (building construction, electrical, mechanical, gas, plumbing, and/or property maintenance) for compliance with applicable codes and ordinances. Work may be performed in economically disadvantaged neighborhoods. Primarily works on existing structures that are majority funded by HUD federal grants. Reports directly to the Community Development Administrator. This classification may be utilized by the Construction Development department.
This position may be subject to 24-hour call, and may respond to emergency calls during inclement weather or other emergencies.
Interprets and enforces ordinances and codes related to residential building rehabilitation/construction, and property maintenance of residential and commercial properties to identify structures that are vacant, abandoned, and blighted to prepare for condemnation and demolition, inspects properties in the process of construction, alteration, repair or demolition for compliance with applicable codes and state statutes; verifies conformance to applicable codes such as the ICC International Residential Code and the ICC International Property Maintenance Code, ordinances, laws, and work specifications.
Coordinates and allocates daily inspection assignments; provides guidance and assistance to departmental staff. Coordinates time and duties with Permit Technician, Program Manager, and the Community Development Administrator.
Receives and responds to citizen complaints; investigates related code complaints and reports of code violations. Assesses properties to determine potential for rehab of low-income housing according to HUD regulations. Defines the scope of work to repair substandard structures to achieve code compliance; conducts inspections on foundation, structure, plumbing systems, water drainage, heating and air conditioning, sewer lines, and electrical systems to ensure safe occupancy and compliance with all ordinances and codes as work is performed.
Verifies code compliance in preparation for issuance of certificate of occupancy.
Notifies responsible inspectors, contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options and approved scope of work; enforces deadlines for compliance; issues stop work orders if necessary; documents findings and recommended solutions.
Prepares and maintains inspection records, photographs, and related documentation; prepares reports and performs computer data entry of related information. Reviews architectural drawings, specifications, and diagrams to verify compliance; researches law books, state statutes, policy manuals, codebooks, and other documents in the performance of enforcement tasks.
Inspects and reports on properties under consideration for inclusion in the Land Bank and recommends appropriate action. Identifies properties with environmental hazards for potential Brownfield assessments and clean-ups.
Defines the scope of work for rehab and/or demolition to be publicly bid in the solicitation process. Provides interpretation and explanation to the public on various code and ordinance issues; attends community meetings; reports at City Council hearings on proposed condemnations, as required. Participates in contract signings with property owners and contractors to explain the work to be performed, and prepares itemized cost estimates of labor and materials for proposed work necessary for budgeting.
Testifies to the Administration and in City Council hearings, Administrative Hearing Bureau, City Court, and/or the Ninth Judicial Court in regards to determining condemnation and demolition recommendations for distressed, vacant, and blighted properties due to safety risks and public hazards. Ensures contractors demolish and dispose of waste in accordance with state statutes and the Environmental Protection Agency (EPA). Verifies code compliance in preparation for the issuance of the certificate of completion.
