DoW/DoD Logistics Records Manager & Operations Coordinator (Consultant)

The project provides expertise in logistics strategy and policy, supply chain, and asset management for the Department of War (DoW). The team supports the full lifecycle of defense-wide logistics policies, monitoring sustainment programs, and improving the visibility, accountability, and auditability of critical defense assets. This project focuses on the comprehensive modernization, systematic tracking, and cross-functional synchronization of all active logistics policies, instructions, and directives maintained by the office.

By implementing rigorous administrative controls and proactive stakeholder coordination, this effort ensures all logistics guidance remains accurate, legally compliant, and aligned with modern war fighting requirements.

The Records Manager will support the implementation of an enterprise SharePoint Online records management solution and the migration of electronic records from legacy shared network Drives into the new records structure. This role will help ensure records are properly identified, classified, organized, migrated, maintained, and disposed of in accordance with DoW records management requirements, applicable federal policies, and relevant National Archives and Records Administration (NARA) guidelines and processes.

This role requires exceptional organizational skills, deep familiarity with DoW policy drafting standards, and the ability to diplomatically drive progress across multiple external and internal offices.

Key Responsibilities
  • Apply DoW records management requirements and relevant NARA guidance to electronic records management activities.
  • Support records appraisal, classification, retention, transfer, preservation, and disposition processes in accordance with approved records schedules and applicable NARA requirements.
  • Assess and organize electronic records currently stored on O:
    Drives and other legacy repositories.
  • Identify records, non-records, duplicates, transitory materials, and potentially obsolete content.
  • Map legacy folder structures and content to the approved SharePoint Online information architecture.
  • Apply appropriate metadata, naming conventions, record categories, retention requirements, and access controls.
  • Support bulk file migration activities, including data cleansing, validation, reconciliation, and exception management.
  • Provide guidance to stakeholders on DoW records management requirements, NARA processes, electronic records management, and SharePoint filing practices.
  • Document records management decisions, migration procedures, exceptions, and disposition-related activities.
  • Identify risks associated with improperly classified, inaccessible, duplicated, or unmanaged records and recommend corrective actions.
Required Skills & Experience
  • Bachelor's Degree plus 2+ years' experience
  • Working knowledge of SharePoint Online, including document libraries, metadata, permissions, versioning, content types, and information architecture.
  • Strong organizational, analytical, documentation, and communication skills.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
  • Must be willing to work on-site in Alexandria, VA up to 5 days a week
  • Secret Clearance Required
Desired Expertise and Competencies
  • At least two years of relevant professional experience in records management, information governance, information management, or a related field.
  • Familiarity with NARA guidelines, records management requirements, and related processes, including records schedules, retention and disposition, records transfer, preservation, and documentation requirements.
  • Direct Department of War records management experience.
  • Demonstrated experience managing electronic records and applying records lifecycle concepts.
  • Experience working directly with NARA or supporting NARA-related records management activities.
  • Familiarity with federal records management directives, records schedules, legal holds, disposition documentation, and records transfer procedures.
