Management Analyst II - Acquisition Analyst

Position

Summary / Objective

This position supports the In‑Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SSBN), and Team Submarine (TSUB), providing engineering, logistics, and project management support to SSGN and SSBN Class Submarines.

Essential Functions
  • Acquisition Strategy & Documentation:
    • Lead the development and preparation of comprehensive, high‑quality acquisition documents for new contracts, including Acquisition Plans (AP), Justification and Approvals (J&A), Statements of Work (SOW), Performance Work Statements (PWS), Contract Data Requirements Lists (CDRLs), and DD Form 254 (Contract Security Classification Specification).
    • Provide expert analysis and recommendations for acquisition strategies for major new programs and follow‑on contracts.
    • Ensure all pre‑award documentation is compliant with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and relevant DoD/NAVSEA policies.
  • Contract Management:
    • Provide cradle‑to‑grave contract management support for active contracts.
    • Monitor contractor performance, track deliverables, and review invoices to ensure compliance with contractual requirements.
    • Assist in contract modifications, exercise options, and support the contract closeout process.
    • Manage and maintain the DD Form 254, ensuring security requirements are current and accurately communicated to the contractor.
  • PPBE & Financial Management:
    • Track the execution of program funds and provide detailed financial analysis and reporting (Acquisition PAPM).
    • Assist in aligning program requirements with financial resources and budget cycles to ensure program stability and success.
  • Program Support:
    • Prepare and staff high‑level briefings, white papers, and decision packages for senior leadership.
    • Facilitate Integrated Product Teams (IPTs) and working groups to resolve acquisition, financial, and contractual issues.
Required

Education and Experience
  • Bachelor’s degree in business or technical field.
  • 10 or more years of experience in engineering/science management, operations research analysis or financial/cost analysis, with significant experience in U.S. Navy programs or operations.
Preferred

Education and Experience
  • Bachelor’s degree in business, finance, engineering or other technical discipline (or commensurate experience).
  • 10+ years of experience supporting military and DoD clients.
  • 5+ years of experience working with Department of Defense (DoD) acquisition, especially for an ACAT 1 program.
  • Experience in Contract Management, PPBE process, execution of various types of contracts and Financial Management.
  • Understanding of database management tools to track program execution status, contract execution status, and contract deliveries.
  • Experience working with Navy Program Offices, especially NAVSEA or Team Submarine.
  • Active Secret Clearance.
