Position Summary / ObjectiveKMS Solutions, LLC is seeking a highly motivated individual to serve as a program analyst in the Advanced Sustainment Technology Branch, part of the In‑Service Strategic Submarine Program Office (PMS 396), under Program Executive Officer (PEO), Strategic Submarines. The role will directly support the Director for Advanced Sustainment Technology (PMS 396X) and will work across In‑Service SSBN (PMS 396), In‑Service SSN (PMS 392) and Maritime Industrial Base (MIB).
396X’s mission is to find and fast‑track promising new technologies with a primary focus on capabilities that improve submarine maintenance quality and throughput, or reduce maintenance manning needs. The position requires applying management and business principles to analyze and promote promising opportunities and engaging relevant stakeholders, including NAVSEA Technical Warrant Holders and end‑users, to ensure investments are compatible, feasible and technically acceptable.
Functions
- Primary support for 396X for new sustainment (maintenance) technologies on SSGN/SSBN Ohio class platform.
- Utilize Other Transaction Authorities (OTAs) to develop innovative contracting solutions and implement flexible and agile acquisition strategies that minimize traditional bureaucratic delays.
- Provide support across submarine systems areas including Hull, Mechanical, and Electrical (HM&E);
Non‑Propulsion Electronics Systems (NPES);
Submarine Warfare Federated Tactical System (SWFTS); and Command, Control, Communications, Computers, and Intelligence (C4I). - Liaise with stakeholders across NAVSEA organizations and program offices, and external stakeholders such as the Office of Naval Research, Planning Yard, public shipyards and maintenance facilities, Naval Warfare Centers and Submarine Type Commander (TYCOM) personnel.
Education and Experience
- Bachelor’s Degree in a business or technical field.
- Demonstrated experience utilizing OTAs to develop innovative contracting solutions and implement flexible and agile acquisition strategies that minimize bureaucratic delays.
- Knowledge of current and emerging shipyard maintenance processes, submarine systems, and supporting documentation (e.g., Technical Manuals, Ship System Manuals (SSMs), Maintenance Standards (MSs)), NAVSEA technical authority and shipyard processes and procedures.
- Ability to communicate effectively and excel in a fast‑paced environment.
Education and Experience
- Seven years in related positions within the submarine force or submarine industry.
- Experience briefing senior military and government leadership (admirals/generals/SES).
- Bachelor’s degree, or experience qualifying in lieu of a degree.
- Excellent client interface skills.
- Ability to work individually and as part of a team.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams).
- Strong analytical and problem‑solving skills.
- Excellent communication and interpersonal abilities.
- High reliability and personal initiative.
A Secret Clearance is required.
