Duties
* Performs reviews and critical assessments of programs in areas in support of the USG missions conducted overseas of OIG, DoW, or congressional interest.
* Documents findings, prepares reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information. Provides recommendations and conclusions with justification.
* Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives, and resources required for projects.
* Researches and writes reports that are accurate, timely, and suitable for the intended audience, occasion, and purpose.
* Utilizes the knowledge of the DoW IG oversight work product and planned programs to assist the program directors and the DIG OCO in the preparation and presentation of complex materials or highly complex issues before a wide variety of audiences. Requirements Conditions of employment
* Must be a U.S. Citizen.
* Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
* Males born after 12-31-59 must be registered or exempt from Selective Service (see http://(Use the "Apply for this Job" box below).).
* Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoW OIG.
* Current DoW civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
* The incumbent must adhere to the DoD Standards of Conduct. Qualifications Time in Grade:
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

Specialized

Experience:

For entry at the GS-11 level you must have 52 weeks of specialized experience at the next lower grade level of GS-09. Specialized experience is defined as: being responsible for projects, evaluations, or studies in widely varying oversight programs as it relates to Federal sector missions; participating in comprehensive studies, evaluations, and assessments of DoW/USG programs, projects, etc.; providing and receiving briefings and presentations on evaluation plans, findings, and recommendations, gathering information and evaluating on-site operations;

and using analytical methods and techniques and organizing and applying knowledge to the oversight of overseas contingency operations. For entry at the GS-12 level you must have 52 weeks of specialized experience at the next lower grade level of GS-11. Specialized experience is defined as: being responsible for projects, evaluations, or studies in widely varying oversight programs as it relates to Federal sector missions;

independently conducting comprehensive studies, evaluations, and assessments of DoW/USG programs, projects, etc.; providing and receiving briefings and presentations on evaluation plans, findings, and recommendations, gathering information and evaluating on-site operations; and using analytical methods and techniques and organizing and applying knowledge to the oversight of overseas contingency operations. For entry at the GS-13 level you must have 52 weeks of specialized experience at the next lower grade level of GS-12.
