Job Description

Duties Incumbent typical work assignments may include the following:

  • Provide a full range of management advisory and policy-implementation services on labor management matters, including contract negotiations, negotiated grievances, arbitrations, and unfair labor practices.
  • Develop, provide, and interpret policies and guidance on labor relations issues for supervisory and management officials, which constitute directives for the Office of the Secretary of Defense (OSW).
  • Provide expert advice and guidance to managers and employees on the administration of the negotiated contracts, grievance process, analyze the system for issues, and recommend changes to policy or procedures.
  • Develop and conduct contract administration training for supervisory and management officials and devise tailored approaches, including training, to address recurring issues within serviced agencies.
  • Serves as member of management negotiating team, meets with union negotiators, develops and writes management proposals and counter proposals, analyze union proposals to determine the ramifications.

  • This position may require up to 20% occasional travel away from your normal duty station for official business on military or commercial aircraft.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  • Must be able to obtain and maintain a Secret security clearance. A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority.

Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to :

  • Analyzing and resolving complex or unprecedented labor relations cases by researching and interpreting federal labor laws, regulations, and case decisions.; AND
  • Developing negotiation strategies for management by analyzing union proposals, identifying potential impacts, and preparing counter-proposals.; AND
  • Experience representing agency management in proceedings before third-party authorities, such as the Federal Labor Relations Authority (FLRA), by preparing legal briefs and presenting management's official position in dispute proceedings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
