Acquisition Strategy Developer
Job DescriptionDuties Incumbent typical work assignments may include the following:
- Develops acquisition strategies that best meet customer needs and oversees the execution of programs from start to contract close-out.
- Accounts for contract administration, ensuring compliance, and resolving contractual issues.
- Implements policies to achieve Federal socioeconomic objectives, manage resources effectively across projects, optimize strategies, and control expenditures.
- Provides acquisition support, reviewing and approving various procurement documents.
- Advises and assists the OSC Director on acquisition-related matters, including innovative strategies.
- Evaluates and monitors the performance of the acquisition portfolio, reporting on progress, improvements, and risk management.

May be required to successfully complete a probationary/trial period. Must be determined suitable for federal employment. Required to participate in the direct deposit program. This position is subject to pre-employment and random drug testing. This position is subject to the DoD Priority Placement Program.
This is a financial filer position. This position requires a Secret (Non-Critical Sensitive) clearance. Situational telework may be authorized and is subject to the express approval of the supervisor for weather and safety purposes only. Travel may be required 15%. This position requires a Contracting, Contracting professional acquisition certification. The incumbent has 24 months to achieve this certification.
In order to qualify for this position, you must meet the requirements described below. Applicants must meet the BASIC EDUCATION REQUIREMENTS as follows: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (This requirement can be obtained within the degree or in addition to the degree.)
Exemption:
You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the Simplified Acquisition Threshold in any Federal agency, OR (2) served as a military member in a comparable military occupational specialty;
OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. You may qualify at the NH-4 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-3 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:
- Applying expert knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) related statutes, and DoD implementing directives.
- Applying expert knowledge of contracting laws, principles, and regulations.
- Applying knowledge of policies, processes, procedures, and regulations governing budgetary and financial processes.
- Applying knowledge of procurement and non-procurement law, regulation, and procedure including contracting methods and types of acquisition instruments, business and negotiation strategies, techniques of cost analysis and evaluation of contractor financial capability, methods of monitoring the performance of long-term contracts and agreements with multiple participants, and contract and agreement administration.
