Position Summary:

Analytic Services, Inc. (ANSER) is seeking a Chemical, Biological, Radiological, and Nuclear Defense (CBRND) International Program Analyst to provide support to the Director for International Cooperation within the Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, and Nuclear Defense (ODASW(CBRND)). In this key role, you will support CBRND international efforts aligned to the DOW, Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense, Policy and Programs, and Chem/Bio Defense Program (CBDP) priorities, goals, and objectives.

Additionally, you will also help support and streamline communication of CBDP International Program efforts across the CBDP, using your knowledge of the DOW and Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)) priorities, working closely with the International Program Director, to support development of new CBDP international relationships. This position can support a hybrid work schedule with 3-4 days per week onsite at the Mark Center in Alexandria, VA and 1-2 days remote.

Day to Day Responsibilities:
* Providing CBRND international support efforts in coordination with the ODASW(CBRND).
* Providing technical and administrative support to facilitate government oversight, coordination, and integration of initiatives on CBRND related issues and programs that involve the international community by preparing power point presentations, briefings, readaheads, talking points, and facilitating the development of action.
* Supporting ODASW(CBRND) government leads at interagency or professional meetings (may include international conferences, seminars, and meetings).
* Providing subject matter expertise in relevant policy, cultural, and current affairs issues for the CBDP's primary international partners.
* Provide technical expertise and advice to ensure ODASW(CBRND) compliance with Foreign Disclosure processes.
* Serve as a qualified subject matter expert in the field of international project management, to include International Traffic in Arms Regulations (ITAR), Foreign Military Sales (FMS), and foreign disclosure.
* Propose, develop, and maintain a coordinated overarching ND-CBD Strategy for international engagement including the creation of metrics-based actionable strategies, implementation guidance, and oversight plans to enable the Government to continuously monitor international cooperation and activities.
* Maintain a coordinated Calendar of Activities for ODASW(CBRND)-related international and Office of the Assistant Secretary of War (Nuclear Deterrence and Chemical Biological Defense) OASW(ND-CBD)-related interagency activities and receiving / sending Foreign Visit Requests, Country and Theater Clearances, etc.
* Coordinate ND-CBD staffing and oversight of International Agreements, e.g., Memoranda of Understanding, Memoranda of Agreement, Project Agreements, Equipment and Material Transfers, Foreign Military Sales.
* Draft international agreements, requests for ITAR exemption, foreign disclosure requests, and related documents.
* Provide technical expertise, analysis, and advice on the use of, and distinctions between such agreements.
* Assist the government in developing and managing the office travel budget.
* Coordinate all aspects of domestic and international travel arrangements to include the preparation of country clearance messages, visa/passports applications, and process travel vouchers.
* Coordinate closely with CBDP components and international partners to solicit additional information, as necessary, to understand the C  MOU portfolio.
* Support and executing recurring executive officer and program officer meetings with C  MOU international partners.
* Assist with the development and maintenance of agreements with international partners.

Required Qualifications:

* Possess an active TS/SCI clearance.
* Bachelor's degree in any field.
* 10+ years of experience working with bi-lateral or multi-lateral engagements, international partners and international institutions, and international negotiation or diplomatic experience. A Master's degree is equivalent to 3 years of experience.
* Recent experience with international engagements, agreements, and treaties.
* Experience facilitating O-6/GS-15 level meetings.
* Experience engaging SES/GO/FO level personnel.
* Experience coordinating and building relationships with international partners.
