* Performs detailed analyses of financial systems and operational practices, recommending process improvements and solutions to resolve complex travel-related problems.
* Researches and evaluates all DoD travel programs (e.g., temporary, permanent, special) to recommend policy simplifications and cost-saving initiatives based on data analysis.
* Participates in the development and implementation of DoD travel policies and regulations, analyzing payment data to identify compliance trends and prevent improper payments.
* Leads special projects and long-term studies on major mission programs by developing detailed plans and evaluation criteria to address complex issues.
* Serves as a program analyst liaison with DoD Components and external federal agencies (GSA, OPM, IRS), representing the DTMO on various committees and working groups to resolve policy issues. GS-12:
* Conducts broad analyses of financial systems and work processes, developing solutions and new procedures to resolve unusual problems and accommodate changing technology across DoD Components.
* Applies expert knowledge of travel policies to research, evaluate, and develop recommendations for policy simplification, cost-saving initiatives, and the prevention of improper payments.
* Leads complex and sensitive special studies on major mission programs, establishing goals, evaluation criteria, and new techniques to satisfy broad policy and technical requirements.
* Develops and coordinates DoD travel policy, regulations, and financial management requirements with internal and external stakeholders, including OMB, GSA, and Treasury.
* Serves as a key liaison with all DoD Components and external federal agencies, representing the DoD on government-wide committees to negotiate policy consensus and resolve implementation issues. GS-13:
* Leads highly complex analyses of DoD-wide financial systems and operational practices, developing innovative solutions and establishing new procedures to resolve critical, long-range challenges.
* Serves as a senior subject matter expert, directing research and data analysis to develop, simplify, and implement DoD travel policies that generate significant cost savings and ensure regulatory compliance.
* Directs sensitive, complex, and long-term special studies on major DoD mission programs, independently making decisions and implementing new methods to satisfy broad policy and technical requirements.
* Initiates and directs the development of DoD travel policy, negotiating resolutions with senior officials from OMB, GSA, and Treasury to build consensus on potentially controversial new policies.
* Acts as the senior liaison and primary representative for the DTMO to high-level managers across DoD and external federal agencies, ensuring policies align with statutory requirements and representing DoD interests on government-wide committees. Requirements Conditions of employment

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
* Using established joint travel regulations and policies to answer routine travel questions.
* Gathering and compiling data from prescribed sources to support program analysis.
* Identifying and documenting straightforward discrepancies between data and established procedures; and
4) Communicating factual information to team members and supervisors. OR
B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in
