INTRODUCTION: This is a permanent procurement analyst position with Headquarters, U.S. Army Corps of Engineers, Directorate of Contracting, Senior Contracting Official (SCO) office for Centers and Labs. The SCO office is engaged in contract policy development, program evaluation, acquisition support, and workforce development. Position involves providing procurement analyst support at a SCO office which provides policy and program evaluation support to divisions, districts and centers.

Position Overview/Duties: Serves as a Senior Procurement Analyst, ad hoc team lead and subject matter expert with primary responsibility for the development, implementation, and oversight of major Department of War (DoW), Army, and USACE national contracting programs. The major duties include:

• Policy and Guidance:
  Interpreting high-level contracting policies and directives to provide guidance and assistance to contracting personnel within the SCO-C&L area of responsibility and abroad. This involves recommending and developing USACE-wide policy and regulations, participating in creating training, and overseeing the implementation of new and innovative contracting programs to support a variety of complex government requirements.
• Comprehensive Review and Oversight:
  
  Conducting comprehensive reviews of complex acquisition documents from Center contracting offices to ensure good business judgment and compliance with all procurement laws and regulations. Leading special acquisition initiatives, tracks systemic issues in acquisition processes, and develops targeted training to address corrective actions.
• Regulation Analysis:
  Reviewing proposed changes to the Federal Acquisition Regulation (FAR), its supplements (DFARS, AFARS) and the USACE Acquisition Instruction. This involves advising on the potential impact of these changes, recommending new guidance for SCO-C&L, and coordinating with legal counsel on significant contract actions like terminations and protests.
• Program Implementation and Special Investigations:
  Participating in the formal contracting training program and serving as a lead in high-level peer reviews. This involves acting as a chief investigator for major compliance-related problems, preparing and presenting findings and recommendations to senior leadership.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Veterans' preference does not apply to this announcement.

Must possess a baccalaureate degree from an accredited academic institution. If eligible, must meet exception in accordance with DoD Instruction 5000.66

One year prior experience as a GS-1102-13 (or equivalent) Contract Specialist, Supervisory Contract Specialist or Procurement Analyst.
