Systems Migration IT Program Manager

Are you ready to take the next step in your IT project management career? Join Castro & Company as a Systems Migration IT Program Manager, supporting a major federal financial system transition. You’ll lead critical migration activities, partner with high‑performing teams, and ensure a smooth and successful transformation across agencies.

This is an excellent opportunity for a driven professional with strong project management experience, exceptional communication skills, and a passion for leading complex system transitions.

What You’ll Do in This Role:
  • Lead System Migration Planning & Execution: Manage scope, schedules, risks, and dependencies for a large, multi‑agency system migration initiative
  • Manage Risks & Issues: Build and maintain comprehensive risk registers, escalate issues appropriately, and coordinate mitigation strategies
  • Coordinate Cutover & Stabilization: Develop and oversee cutover, deployment, and post‑go‑live stabilization plans to ensure a seamless transition into production
  • Support Testing & Data Conversion: Assist with UAT planning, data conversion coordination, and readiness activities (no hands‑on configuration required)
  • Serve as the Central Point of Contact: Act as the primary liaison between technical teams, program offices, business units, and executive leadership
  • Communicate with Stakeholders: Translate complex technical concepts into clear, concise executive‑level briefings and status updates
  • Drive Training & Readiness Activities: Lead communication and training activities to ensure stakeholders are fully prepared for system transition
  • Support Governance & Audit: Ensure all project documentation aligns with audit, compliance, and governance requirements
Your Qualifications:
  • Bachelor’s degree in a business-related field
  • 4–7 years of experience in project management
  • Demonstrated experience managing system migration or system transition projects between organizations or agencies
  • Strong skills in planning, requirement development, risk management, and cutover coordination
  • Proven ability to develop project artifacts such as transition roadmaps, requirements documentation, risk registers, and stabilization plans
  • Exceptional communication skills, with the ability to engage effectively across technical and executive teams
  • Experience serving as a central point of contact across diverse stakeholder groups
  • Ability to translate technical concepts into executive-ready messaging
  • Experience leading communication and training efforts for system transitions
  • Ability to work in a hybrid environment with at least two days per week onsite at the Washington, DC location or Castro office
  • Security Clearance: Must be able to pass a basic government suitability check (U.S. Citizenship required)
