DescriptionMission Objectives – The Senior Application Programmer will directly contribute to the sustainment, modernization, and enhancement of the Defense Sexual Assault Incident Database (DSAID) in support of DoD compliance, data access, case management, and reporting objectives. The role ensures high performance, security, accessibility, and reliability for DSAID capabilities as required by the mission and related congressional mandates.
Position Responsibility Summary- Leads technical solution architecture, design, and implementation for medium and large releases, with responsibility for both sustainment and modernization efforts on the DSAID platform (primarily Entellitrak and associated technologies).
- Performs full lifecycle complex Java/JEE application programming, analysis, and Tier 3 escalation support.
- Serves as the development team lead on Agile project sprints for quarterly and emergency releases, ensuring compliance with DoD standards, regulated frameworks, and risk management directives.
- Performs detailed requirement analysis, business and system assessment, change impact analysis, and provides technical recommendations and documentation per stakeholder input.
- Collaborates closely with the Program Manager, ISSO, and Government representatives, supporting Verification documentation, POA&M, and the A&A security process as outlined in Section.
- Ensures all deliverables adhere to Section 508 accessibility standards, DoD cybersecurity, and data protection requirements.
- Produces and maintains comprehensive technical, architectural, and operational documentation; supports monthly status reporting and audit-readiness on all code changes, performance parameters, and sustainment activities.
- Provides expert analysis for incident response, downtime management, help desk escalations, problem notification reporting, and root cause analysis.
- Participates in the design and integration of modernized components, APIs, interfaces, and release planning as part of the DSAID continuous modernization roadmap.

- Experience in enterprise application/software development, with a focus on Java/JEE and large-scale system architecture.
- Demonstrated leadership on DoD or federal enterprise application projects.
- Direct experience with Agile SDLC methodologies, release management, and Tier 3 technical escalations.

- Advanced knowledge of Oracle, SQL Server, Tomcat, Micro Strategy, Jira, SharePoint, or SPARX EA]
- Experience supporting Section 508 and WCAG 2.0 accessibility compliance in federal software projects]
- Education:
Master’s degree in Computer Science, Information Systems, or related area - Certifications/Training:
Security , CISSP, SAFe Agile, Section 508 Trusted Tester, Entellitrak developer certification - Additional years/types: 10 years of experience;
DoD cloud migration, FISMA/ATO experience, etc.
