DescriptionMission Objectives – Lead all technical and operational database engineering and business intelligence (BI) activities across DSAID and the Enterprise Reporting Capability (ERC), ensuring data reliability, quality, compliance, security, and effective reporting to support the DMDC mission. Oversee database architecture, ETL and interface operations, performance monitoring, and modernization efforts supporting secure data-driven decision-making and compliance with DoD/DMDC standards.
Position Responsibility Summary- Serve as technical authority for all ERC (Micro Strategy) BI platform management, ensuring data schema management, report generation, dashboard creation, and BI tool enhancements are performed in accordance with agency requirements.
- Oversee the design, administration, migration, and modernization of Oracle and SQL databases, including schema management, data integrity constraints, indexing, partitioning, and performance tuning to ensure high availability and optimal performance.
- Coordinate and execute routine ETL activities, including secure SFTP data transfers, data validation, error tracking, and scheduled and ad hoc reporting to support transactional and analytical needs.
- Plan and implement database changes, data migrations, and cloud integrations (AWS, Gov Cloud, OCI) in concert with application, system, and cloud teams to enable modernization and scalability
- Develop, monitor, and continuously improve data quality dashboards and establish automated anomaly detection and preventive/corrective routines for data integrity and reliability.
- Support and lead BI report development, including new dashboard/report design, testing, and deployment, particularly in Micro Strategy, Power
BI, or other agency-approved tools. - Coordinate with ISSO, Program Managers, and Authorization and Accreditation (A&A) teams, providing required verification documentation and Plan of Action & Milestones (POA&M) deliverables during security reviews and audits.
- Lead incident response, performance troubleshooting, and service restoration related to data, database, and BI environments.
- Maintain and update technical, functional, and operational documentation for data management, BI models, and database operations. Support operational documentation and deliverables in SharePoint or designated repositories.
- Ensure all deliverables, processes, and reporting adhere to Section 508 accessibility, DoD cybersecurity and data privacy mandates, and applicable federal/DoD standards.
Minimum Required
Qualification:

- 7 years of progressive experience in business intelligence, data engineering, database administration, or closely related functions in enterprise environments.
- Proficiency with BI/reporting tools (e.g., Micro Strategy, Power
BI), ETL development, database performance tuning, and data quality analysis. - Experience managing enterprise data pipelines, migrations, and integration activities.
- Education:
Bachelor’s degree (Computer Science, Information Systems, or relevant field preferred) - Certifications:
U.S. Citizen;
Tier 3 BI;
DoD CAC eligible
Optional/Value-added
Experience:
- Experience with cloud data platforms and data lake architectures (e.g., AWS/Gov Cloud, Oracle Cloud, Azure)
- Industry certifications such as AWS Certified Data Analytics, Oracle DBA, Micro Strategy Certification, or similar
- Experience applying Machine Learning/AI to data quality or BI problems
- Experience supporting federal cloud migrations and RMF/ATO packages
- Education:
Graduate degree or advanced coursework in data engineering, analytics, or related field - Certifications/Training:
Security , PMP, ITIL, SAFe Agile, CISM/CISSP, Section 508 Trusted Tester - Additional years/types: 10 years of data engineering or enterprise DBA experience
