Project Manager – Digital Modernization Sector (United States Coast Guard – C5
ISC, Alexandria, VA)

The Digital Modernization sector focuses on cutting‑edge cyber defense, logistics optimization, security operations, and decision intelligence. In this role, you will drive cloud modernization initiatives for the United States Coast Guard, supporting mission‑critical cloud transformation efforts focused on AWS and Azure environments.
Primary Tasks Project Management & Delivery- Develop, maintain, and manage project schedules, work breakdown structures (WBS), roadmaps, milestones, and project plans using Microsoft Project and related tools.
- Track project execution against scope, schedule, risks, dependencies, and deliverables.
- Support requirements gathering, documentation, and stakeholder coordination activities throughout the project lifecycle.
- Facilitate project meetings, status reviews, action item tracking, and customer communications.
- Monitor Agile delivery metrics, sprint progress, burn‑down charts, and team performance indicators.
- Identify project risks, issues, and dependencies and coordinate mitigation strategies with stakeholders and technical teams.
- Prepare project status reports, executive briefings, and customer‑facing documentation.
- Support Agile delivery teams through backlog management, sprint planning coordination, sprint reviews, and retrospectives.
- Collaborate with Product Owners, Scrum Masters, Solution Architects, and engineering teams to prioritize and track work.
- Promote Agile, Scrum, and continuous improvement practices across project teams.
- Facilitate communication and coordination between technical teams, customer stakeholders, and program leadership.
- Serve as a Jira and Confluence administrator supporting project and customer collaboration needs.
- Configure and maintain Jira projects, workflows, dashboards, permissions, issue types, and reporting capabilities.
- Manage user provisioning, access requests, workflow implementation, and process improvements.
- Develop and maintain Confluence spaces, templates, knowledge repositories, and project documentation.
- Provide user support and training related to Jira and Confluence processes and best practices.
- Partner closely with the Customer Success Manager and technical teams to facilitate onboarding of applications and workloads into AWS and Azure cloud environments.
- Coordinate onboarding activities, stakeholder engagement, requirements collection, and migration readiness assessments.
- Support development and management of cloud onboarding workflows and intake processes within Jira.
- Track onboarding progress, dependencies, approvals, and customer deliverables.
- Help ensure a consistent, repeatable, and scalable onboarding experience for customer organizations transitioning to cloud environments.
- Bachelor's Degree in Information Technology, Computer Science, Business, Project Management, Engineering, or a related field and 8‑12 years of prior relative experience or Masters with 6‑10 years of prior relevant experience; at a minimum, 3+ years supporting technical projects, IT modernization initiatives, software development efforts, cloud migration projects, or related technology programs.
- Experience using Microsoft Project to develop and maintain project plans, schedules, and work breakdown structures.
- Hands‑on experience administering Jira and Confluence, including workflows, permissions, dashboards, and reporting.
- Experience supporting Agile and/or Scrum teams in project management, Scrum Master, project coordinator, or related capacity.
- Strong organizational, analytical, and problem‑solving skills.
- Excellent verbal and written communication skills with the ability to engage effectively with technical and non‑technical stakeholders.
- Experience facilitating meetings, documenting requirements, tracking action items, and driving projects to completion.
- Ability to manage multiple priorities in a fast‑paced customer environment.
