This role is responsible for a demanding and high-visibility portfolio, with the following core duties:

Congressional Reporting and Directed Activities Management
  • Manage and oversee Department of War congressional reporting requirements and congressionally directed activities, ensuring timely and accurate compliance.
  • Develop and maintain a robust tracking system for all legislative mandates to guarantee accountability and fulfillment.
Advisory and Technical Guidance
  • Provide expert technical advice to Department of War leadership and staff regarding congressional support, interests, and concerns related to Special Operations and low‑intensity conflict policy issues.
  • Conduct comprehensive analysis of SOF-related authorities, legislative proposals, congressional markups, and appeals.
  • Provide regular, detailed updates on the status of legislation impacting the SOF enterprise, delivering clear assessments to Department of War leadership to inform strategic decisions.
Legislative Process Management
  • Serve as lead in drafting Department of War legislative proposals and managing end‑to‑end DoWs legislative proposal process.
  • Serve as the primary technical expert for Department of War leadership by providing regular, detailed updates and analysis on the status of legislative proposals impacting Department of War and the wider SOF enterprise.
Congressional Hearings and Oversight
  • Provide direct technical support in the drafting Department of War’s written and oral statements for congressional posture hearings.
  • Ensure all testimony is fully aligned with departmental and SOF enterprise objectives.
Stakeholder Coordination
  • Provide technical support for the development and processing of all SOF-related congressional briefings and requests for information.
  • Coordinate responses and prepare Department of War principals for effective engagement with congressional committees and staff.
  • Prepare relevant materials, talking points, and in-depth analysis for use in regular coordination meetings with Department of War and legislative affairs teams across the Department.
Qualifications
  • Bachelor’s degree from accredited university
  • Minimum 10 years of combined Congressional, Joint, Interagency, OSW, or Service experience working with the staffs of the House and Senate Services and Appropriations committees
  • Minimum 10 years of experience drafting congressional testimony for senior War Officials
  • Minimum 10 years of experience at the Joint, Interagency, OSW or Services drafting and editing legislation, congressional reports, research, and strategic communications
  • Demonstrated ability to provide high‑level strategic advice and analysis to senior executive leaders.
  • Mastery of the U.S. legislative process, including deep familiarity with the annual National Defense Authorization Act and appropriations cycles
  • Expert knowledge of the Department of War’s organizational structure, policies, and legislative processes
  • Demonstrated knowledge of the congressional reporting requirement and congressionally directed activity processes
  • Demonstrated excellent verbal, interpersonal and written communication skills
  • Demonstrated ability to provide technical support and advice
  • Active (or be eligible for a ) Top Secret/with SCI eligibility

The pay range for this position is between $170,000 and $210,000 per year. This position is benefits‑eligible. Our suite of benefits includes Health, Dental, Vision, 401k with match, Gym Membership discounts, Volunteer Paid Time Off, and a generous PTO package.
