Systems Engineer, Cybersecurity
Leverage your project management and technical expertise to support the delivery of advanced, mission critical solutions for the U.S. Coast Guard in partnership with the Naval Information Warfare Center (NIWC) Atlantic. As an Assistant Program Manager (APM), you will contribute to the planning, execution, oversight, and lifecycle management of U.S. Coast Guard acquisition programs, spanning both major and non‑major efforts under the MSAM and NMAP frameworks.
Working closely with USCG stakeholders, NIWC Atlantic, and IPT partners, the APM provides leadership across cost, schedule, technical, and risk domains. This position ensures Coast Guard programs meet performance objectives, adhere to acquisition governance requirements, and deliver the modernized capabilities essential to maintaining mission readiness.
This role is based at USCG Headquarters in Washington, DC, with travel to CONUS locations as required.
Travel: up to 20%
You Will:- Work onsite at USCG Headquarters 3 days/week, 2 days/week telework
- Support day‑to‑day management of USCG acquisition programs in accordance with MSAM and NMAP
- Lead or support milestone documentation, acquisition strategies, APBs, risk management plans, and program briefs
- Coordinate requirements tracking, budgeting, schedule management, test planning, and configuration management
- Manage cross‑functional IPTs ensuring alignment with engineering, logistics, finance, contracting, and T&E stakeholders
- Prepare inputs for DHS/USCG governance reviews including ADE documentation
- Track program risks, issues, and action items; maintain program risk registers and mitigation plans
- Support evaluation of contractor performance, EVMS data, technical reports, and schedule status
- Coordinate with NIWC Atlantic, CG‑9, platform sponsors, and field units
- Provide support to program development, integration activities, requirements updates, and system transition planning
- US Citizenship
- Possession of, and the ability to maintain a Department of Defense (DoD) Secret Level Security Clearance or higher
- Demonstrated USCG acquisition program management experience
- Understanding of MSAM phases, milestones, and documentation requirements
- Knowledge of NMAP processes for smaller, streamlined acquisition efforts
- DHS/USCG PM Level 2 certification required;
Level 3 preferred - Experience supporting C5
ISR, system integration, or enterprise modernization programs - Strong understanding of federal acquisition, requirements development, and lifecycle oversight
- Excellent communication, briefing, and analytical skills
- Acute attention to detail; strong analytical and interpersonal skills
- Bachelor's degree in Project Management, Computer Science, Engineering, or Math, preferred. Other and non‑degree are acceptable with commensurate experience
- Active Project Management Professional (PMP) certification
- Prior support experience with NIWC Atlantic, USCG Systems Integration Directorate (formerly CG‑9), or DHS cybersecurity/acquisition components
- Familiarity with C5
ISR systems, shipboard integration, and test planning - Experience with financial systems such as PRISM, FPD, or CG‑LIMS
