Position: Program Manager with Security Clearance
Akima Data Management we are seeking a highly qualified Program Manager (PM) to lead and manage the execution of a task order supporting our DoD client. The Program Manager to join the team with responsibilities to include but not limited to the following:
Responsibilities
* Prepare and participate in Monthly In-Progress Reviews (IPRs). The Monthly IPR gives an overall status of the services provided by the Contractor. The Monthly IPR is a verbal and written presentation. The Monthly IPR shall include Contractor achievements, schedule, work planned for the upcoming month, performance monthly metrics summary of all task areas, and any updated program information. The Monthly IPR shall also include a review of the on-board staff count.

The written portion of the IPR presentation is due 24 hours in advance of the IPR formal presentation.

* Ensure all Cyber Workforce personnel are in compliance with minimum DoD 8570.01- M and/or DoD 8140 Baseline Certification requirements and report compliance during the monthly IPR.

* Ensure upgrades are coordinated with leadership technical personnel in order to avoid and minimize impact of services.

* Provide continuity of operations (COOP) management and response to contingency events within the NCR and ensure COOP compliance.

* Create, maintain, and update all Standard Operating Procedures (SOP), O&M and transition packages, processes and procedures for tasks within this PWS for Government review and approval. Documentation shall be maintained within organized libraries Facilities Service Directorate (FSD) web portals and/or file servers.
* Provide meeting minutes when requested by the government leads and assist in preparing presentation material for all meetings with leadership as described in the task and the contractor related to this order.

* Report to either the primary or alternate site(s) within two hours of being notified, or as directed, of a critical incident or outage to help resolve any hardware or applications problems, including during and after-hour incidents or outages.

* Coordinate with Joint Service Provider (JSP) and other stakeholders on incidents impacting the JSP Network supporting IT transport services.

* Coordinate on resolving critical incidents, performance, and capacity issues. Determine any fault and promptly initiate corrective action as such incidents occur.
* Analyze complex problems/issues relating to all facets of the system operation of software applications.

* Track and coordinate break-fix and O&M actions through configuration control and change management utilizing the Incident Management and Configuration Management processes and tools.

* Use existing FSD hardware and software management and monitoring feature components before failure and outage results; employ predictive hardware fault monitoring, where available, to prevent hardware outages before they occur; observe warnings or actual failures of applications, network infrastructure, or processor degradation as described in the task.

* Utilize Information Technology Service Management to identify, track, respond to, manage, and close reported incidents, work orders and requests for change.
* Provide fault management processes designed to allow software applications to operate as fully as possible even when important system components have failed.
* Ensure all Privileged/Elevated System Access is requested per FSD established processes.

* Notify FSD Leadership as applicable within thirty (30) minutes of a service or system outage or failover, and again when the service or system has been restored to normal operating status.

* Provide Executive Summaries (EXSUM) within four hours of the start of a service or customer impacting incident and every four hours thereafter.

* Complete the formal or informal After-Action Report (AAR) within three business days of all incidents.

* Use the Change Advisory Board (CAB) process to approve major changes and upgrades, and to schedule deployments.

* Ensure upgrades are coordinated with the FSD Management-appointed Government technical personnel as described in the task to avoid and minimize impact of services to end users.

* The contractor shall establish a relationship with vendors of major components of the FSD environment (examples: JSP, JCI, ICONICS, etc...).
* The contractor shall accept and track service calls via the CMMS (Computerized Maintenance Management System) platform from all sources associated with the FRCS network environment.
* Establish and maintain a cross-functional management capability to ensure O&M process support across all service delivery categories, ensure Information Assurance (IA) compliance, and effectively manage the Other Direct Cost (ODC) procurement process and logistics services.

* Provide detailed instructions that serve as a step-by-step guide in performing installations or upgrades and testing. Support existing local agency policies and procedures for backup and restoration; this includes reconstitution to the original…
