Overview

Systems Planning and Analysis, Inc. (SPA) delivers high-impact technical solutions to complex national security issues. The Joint, Office of the Secretary of Defense, Interagency Division supports customers across the Department of Defense, Federal Civilian, and international markets. The Industry and Security Analysis Group (ISAG) provides analytical, technical, and program support to promote, grow, and protect the U.S. industrial base.

Our team informs policy decisions and enables execution of comprehensive strategies that support national security.

We have an immediate need for a CFIUS Case Manager to provide onsite support at the Mark Center in Alexandria, VA.

Responsibilities

The CFIUS Case Manager will support the Assistant Secretary of War (ASW) for Industrial Base Policy on The Committee on Foreign Investment in the United States (CFIUS). The candidate will review CFIUS filings, including documentation related to mergers, stock purchase agreements, corporate ownership structures, and USG contracting information. They will conduct due diligence and fact‑finding research with DoW stakeholders to assess risk from foreign direct investment and its impact on DoW’s security interests, defense industrial base supply chain, dual‑use technology transfer, personal data, and cybersecurity.

The manager will analyze available CFIUS documentation, DoW SME assessments, and classified finished intelligence, author risk‑based assessments, and advise the CFIUS Mitigation Team with recommendations. They will produce case summaries, talking points, and action memoranda for senior DoW leaders, up to the Deputy Secretary of War, on a daily basis.

Qualifications

Required:

  • Active TS/SCI clearance
  • Bachelor's degree, preferably in National Security, Economics, Business, or International Relations
  • 5+ years of experience supporting national security issues
  • Ability to conduct rigorous analysis of complex issues and communicate effectively (oral and written) to senior DoW leaders
  • Able to work fully onsite based on client needs

Desired:

  • Master's degree in a related field
  • Understanding of CFIUS regulations, foreign investment processes, or national security issues
