Job Description
This position requires a U.S. Secret Security Clearance and is willing to pay an annual salary of $130,000-$185,000 depending on experience and qualifications.
Insight Global is seeking an FMS Case Analyst for a leading defense and national security client. This individual will support high-visibility submarine acquisition programs tied to the program partnership, playing a key role in managing complex Foreign Military Sales cases from initiation through closure. The role involves close collaboration with international partners, senior DoD stakeholders, and acquisition teams to ensure compliance, accuracy, and timely execution of deliverables.
The ideal candidate brings deep FMS expertise, strong analytical skills, and the ability to operate in a fast-paced, high-impact environment supporting critical U.S. Navy submarine programs.
- Manage and support execution of FMS cases under Submarine Program Partnership
- Track, analyze, and respond to requests from foreign governments
- Develop LOAs, P&A packages, and Congressional Notifications (36(b))
- Support full lifecycle of FMS cases (planning, execution, reconciliation, closure)
- Maintain program timelines, acquisition strategies, and action items
- Coordinate procurement, engineering, and logistics activities
- Conduct financial reconciliation (markups)
- Prepare presentations and briefings for senior leadership
- Support Program Management Reviews (PMRs)
- Draft official correspondence in alignment with Navy standards
- Identify and mitigate program risks
- Monitor supply chain and procurement status updates

- U.S. Secret Security Clearance (or higher)
- 5+ years of Foreign Military Sales (FMS) case management/support within Major Defense Acquisition Programs
- Experience as an FMS Case Manager or FMS Program Manager
- Hands-on experience with DSAMS (Defense Security Assistance Management System)
- Proven experience developing:
- Letters of Offer and Acceptance (LOAs)
- Price & Availability (P&A) packages
- Case Modifications and Amendments
- Knowledge of:
- Arms Export Control Act
- Security Assistance Management Manual (SAMM)
- ITAR regulations
- Ability to support senior-level briefings (Flag/SES audiences)
- Experience with:
- CDAT
- MISIL
- SCIP
- DIFS
- CEPT
- Navy FMS Case Management Excellence Course (or equivalent acquisition/program training)
- Experience coordinating with DSCA, Implementing Agencies, and international partners
- Strong understanding of LOA components (costs, timelines, compliance requirements)
- Cross-cultural communication and stakeholder engagement skills
- Experience supporting submarine/defense acquisition program
