Supports a USPTO firm-fixed-price task order securing the agency's AI and data environment through program leadership, Agile delivery, and cybersecurity modernization.

Leads multidisciplinary security, AI, Dev Sec Ops , governance, and QA teams while serving as the primary delivery lead responsible for scope, schedule, cost, quality, risk, and customer satisfaction.

• Lead overall program execution and FFP delivery.
• Manage security, AI, Dev Sec Ops , governance, and QA teams.
• Serve as primary interface with USPTO leadership and stakeholders.
• Lead Agile ceremonies, sprint reviews, release planning, and executive briefings.
• Manage scope, schedule, staffing, risks, and financial performance.
• Prepare status reports, staffing plans, and risk registers.
• Support contract compliance, onboarding, transition, SOPs, and knowledge transfer.

• Bachelor s degree or equivalent experience.
• Experience managing Federal IT delivery programs.
• Experience leading AI, cybersecurity, and Dev Sec Ops  teams.
• Knowledge of PMBOK, Agile, Scrum, Kanban, and risk management.
• Executive reporting and stakeholder communication experience.
• Ability to obtain and maintain a Public Trust clearance.

• PMP, CSM, PMI-ACP, or SAFe certification.
• USPTO or BOSS/PTACTS experience.
• Experience managing FFP Federal contracts.
• Knowledge of FISMA, NIST, ATO, and Dev Sec Ops .
