Job Description

Spry Squared is looking for a Senior Policy Strategist for a high-tempo, technical position focused on policy development and project management in four functional area:
Records Management, Paperwork Reduction Act, DoD Forms Management, and DoD Privacy Impact Assessment. The customer has a critical need for a role that moves beyond information gathering to providing expert adjudication, complex writing, and simultaneous project oversight.

The successful candidate will support the Department of Defense (DoD) Chief Information Officer Statutory Implementation (CSI) Directorate in developing, reviewing, assessing, and making support recommendations on DoD Policy and guidance. You will be a member of a collaborative team of subject matter experts that improve DoD Information Management policy, technology, and strategy; and support oversight of several DoD and OCIO Programs.

You will execute internal Privacy and Records Management guidance and develop procedures to ensure OCIO compliance. You will provide expertise in the functional areas such as Forms Management, Paperwork Reduction Act (PRA) /Information Collection, and Information Quality.

This role will directly impact organizational efficiency by:

  • Reducing the executive burden through independent adjudication of documents.
  • Ensuring 100% compliance with evolving records and policy standards.
  • Increasing project throughput by utilizing a dedicated specialist for requirement gathering and resource baseline management.

Responsibilities

  • Develop & Standardize RM Policy and Implementation in drafting component level records management (RM) policies aligned with DoDI 5015.02, DoD CIO memoranda, and NARA/OSW approved records disposition schedules.
  • Assist in integrating RM requirements into OCIO business processes such as functional workflows, system design, and operations.
  • Assist in planning and implementing shared drive to–SharePoint Online migration activities.
  • Assist in developing or supporting training materials for personnel performing RM functions, including contractor staff.
  • Facilitate awareness of proper records handling and compliance with federal statutes (44 U.S.C., 36 CFR) and DoD policies related to privacy, FOIA, and controlled unclassified information.
  • Assist in providing input for disposition plans, record freezes, and the transfer of records to NARA or other designated repositories.
  • Responsible for researching, analyzing, and developing policies and procedures within an DoD and DoD CIO.
  • Collaborate with stakeholders, review existing policies, and propose improvements.
  • Ensures compliance with privacy and records laws and regulations.
  • Ensures that an DoD adheres to legal and regulatory requirements for PRA and Forms Management
  • Identifies and mitigates potential risks within an DoD and DoD CIO
  • Systems engineering, analysis, and design
Qualifications

Required qualifications

  • Must have U.S. Citizenship with an active SECRET orTOP SECRET clearance.
  • Must have Master's Degree in Information Technology or related field.
  • Ability to review complex documents and make authoritative decisions (adjudication) in contrast to compiling reports.
  • Proven Project Management skills in managing multiple, simultaneous projects with strict adherence to allocated resources and timelines.
  • Ability to communicate technical information to a non-technical audience; translating complex technical concepts into plain language that non-technical stakeholders can understand.

    High-level PowerPoint and writing skills to translate technical requirements into executive-level briefings.
  • Brainstorming: generating innovative ideas to enhance existing policy and procedures.
  • Ability to interpret complex information from different sources and extract meaningful insights from diverse data.
  • Strategic thinking and problem solving skills considering long-term goals, anticipating challenges, and aligning actions with department objectives.
  • Staffing and preparing action packages.

Preferred qualifications

  • Familiarity with Electronic Records Management and Records Management Applications
  • Shared drive/Share Point restructuring
  • Experience monitoring and maintaining IT systems
  • Familiar with the acquisition process
  • Understanding of information management issues
